Job Description

The Community Liaison Manager position is in support of USAID’s Nepal Reconstruction Engineering Services (NRES) Project. This is a mid-level personnel position to assist the supervisor implement and oversee the community engagement and social mobilization processes, while assisting in managing and supervising a team of social mobilizers in various geographical areas in Nepal.

The Community Liaison Manager is primarily responsible for:

    • Overseeing the implementation of the Community Engagement Plan;
    • Facilitating resolution of possible conflicts during site selection, relocation, reconstruction, and operation and maintenance of public infrastructure under the NRES Project;
    • Coordinating and establishing working relationships with the stakeholders in the project implementation districts;
    • Supervising the team of social mobilizers;
    • Maintaining relationships with the community to keep them informed and obtain their preferences and consent in support of the project;
    • Ensuring Gender Equality and Social Inclusion (GESI) throughout all stages of the project;
  • Preparing and submitting reports on a weekly, monthly and quarterly basis, besides other reporting requirements suggested by the supervisor.

Minimum Qualifications

The Community Liaison Manager must have the following minimum qualifications:

    • A master’s degree in sociology/anthropology, rural development, conflict resolution, community mobilization, or other relevant degree with commensurate professional experience;
    • Minimum of 10 years of experience in the relevant field after bachelor’s degree; or minimum of 7 years of experience in the relevant field after master’s degree;
    • Demonstrated organizational, supervision, and record keeping skills;
    • Willingness to frequently travel to remote areas; and
  • Fluency in written and spoken English and Nepali.
