GIZ International Services is shortlisted for an up-coming EC-funded project: Support to the Technical and Vocational Education and Training Reform Programme in Egypt - Phase II (TVET II)
The overall objective of the project of which this contract will be a part is to improve and enhance the structure and performance of the TVET system and TVET delivery in Egypt to better respond to the new socio-economic needs, in particular, youth employability and increased competitiveness in the context of the country’s current and future development.
Specific objectives of this contract are:
- The results of the studies for the identification of skills, occupational requirements and gaps in selected pilot sectors are used for the development / adjustment of skills programmes to meet the labour market and to contribute to the employment of youth and workers;
- Career guidance and counselling services are developed and operational in the TVET institutions active in the programmes developed in Result 2 and provide a reference for a wider implementation in the TVET system;
- A national structure is responsible for the labour market studies and the process of development of a LMIS is initiated. Equipment / software specific for employability process are identified and available.
Your tasks
The position holder will be in charge of the second component of the contract ”Career Guidance and Counselling” with following tasks:
- Establishing operational career guidance and counselling system based on the international best practices and the Egyptian situation. The contract will have to coordinate with other career guidance actors in Egypt such as GIZ, ILO, USAID and any other actors identified during the implementation.
- Investigating different occupations, educational and training requirements, wages, nature of work and promotion opportunities and it’s prerequisites in different economic sectors in order to develop occupation outlook and career paths integrated into Labour Market Information System.
Your profile
Qualifications and skills
- Master’s degree (or equivalent academic qualification) or Bachelor’s degree with additional 2 years of professional experience in Economics/Education/Development/Social sciences/ Public Administration/Law or any other subject relevant and closely related to the assignment.
- Good communication skills and familiar with MS Office.
- Excellent communication, facilitation and reporting skills.
- Excellent command of English language, both written and spoken.
- Knowledge of Arabic language would be a strong asset.
General professional experience
- At least 8 years of professional experience in TVET systems in developing countries
Specific professional experience
- At least 5 years of professional experience in career guidance in similar contexts.
- Proven track-record of professional experience in working with local authorities, the private sector and civil society actors.
- Knowledge and understanding of the Egyptian context, in particular the current socio-economic, political and institutional situation, including the structure and/or characteristics of the labour force and labour market is highly needed.
- Proven track record of professional experience in international development cooperation, including substantial experience in Technical Vocational Education and Training TVET, employment and labour intermediation in the development context.
Assignment period
The intended start date is October 2016 duration until December 2018
