Project Description: The Transforming the Assessment and Inspection of Food Businesses in Egypt (TAIB) project is a five-year $8.5M project funded by the United States Department of Agriculture (USDA) that will expand domestic and international trade of Egyptian food products through supporting the establishment and scale-out of a new government entity, the National Food Safety Authority (NFSA). TAIB will provide technical and financial support to NFSA that is responsive to the evolving needs of the nascent regulatory authority. Assistance will be aimed at harmonizing Egyptian food law and regulations and international standards, implementing robust inspection systems, managing outbreaks, conducting science-based risk assessments, monitoring Egyptian food safety systems, and reducing food borne illnesses.
Opportunity Background: As NFSA transitions towards a risk-based approach to conducting inspections, NFSA is considering utilizing the auditing results of approved certification bodies to factor into the determination of the inspection frequency for food business facilities and imported food consignments. In support of operationalizing the technical regulation, TAIB is seeking to support NFSA to assist in the development of an evaluation protocol for approving and monitoring certification bodies that will assess the reliability of results and practices. Based on the approved evaluation criteria, the consultant will develop a standard operating procedure (SOP) for NFSA’s staff to conduct the evaluation processes and develop training material for implementing the SOP.
Scope of Work: Under this scope of work, the consultant is expected to develop an evaluation methodology for assessing registered food safety certification bodies for both domestically produced food as well as imported food consignments. The proposed methodology shall consider international methodologies and practices. Based on the proposed evaluation criteria, the consultant will develop an evaluation checklist and SOP to serve as guidance for NFSA to implement. After approval of NFSA on the evaluation criteria, checklist and the SOP, the consultant will develop training materials to be utilized to build the capacity of NFSA’s staff on the evaluation checklist and SOP. The selected consultant is expected to work remotely in close cooperation with TAIB and NFSA’s staff.
Level of Effort: The level of effort for the consultancy is not to exceed 25 working days.
