POSITION DESCRIPTION:
PADCO seeks a qualified Construction Manager for a long-term complex infrastructure development program for the Government of Southern Sudan covering the design, construction and rehabilitation of infrastructure, including primary and secondary roads, bridges, airstrips, water transportation networks, urban infrastructure, railways, government office buildings, schools and clinics, electrification, telecommunications, markets, warehouses, and food storage facilities.
The Construction Manager must be an experienced manager capable of effective team leadership, management of technical project delivery, interaction with USAID, the GOSS and donor community. Strong program management skills and experience in infrastructure development in similar environments is required.
The Construction Manager will assist and backstop the Chief of Party in the supervision of infrastructure and facilities construction and rehabilitation by subcontractors under the project. The Construction Manager will serve as the team leader for all contract administration, supervision and management associated with construction. Activities will include work planning and management, site inspection and resident engineering oversight, quality control, and technical supervision.
Illustrative duties include:
- Manage construction subcontractors and serve as the lead construction manager for the team; - Oversee and guide field supervision teams to ensure that implementation of the work adheres to the requirements of the contract documents and specifications; - Administer and report on the progress of work including construction records management covering inspections, site meetings and other activities on a monthly basis; - Recommend methods to expedite work progress and resolve technical and contractual issues encountered by subcontractors; - Interpret FIDIC contract documentation and prepare recommendations to the COP for any contract variations; - Develop and implement quality assurance plans; - Prepare bid evaluation reports to meet USAID and GOSS requirements for each project; and - Check and certify subcontractor statements and process payments.
REQUIREMENTS:
- Bachelor or higher degree in Civil Engineering, Construction Management or a related field; - Minimum of 10 years experience years of technical and management experience designing and implementing complex projects, including public infrastructure and facilities; - Five years of professional experience on similar projects in developing world, preferably in Africa; - US Professional Engineer registration or equivalent preferred; - Ability to work effectively in remote locations; - Familiar with international construction processes, including FIDIC conditions of contract, project planning, control and management; - Proven track record of infrastructure project delivery management on time, within budget and according to scope and specifications; - Experience with bilateral, international donor funded projects; - Familiarity with USAID project procedures highly desirable.
