Job Summary

AECOM has excellent career opportunities for a highly talented and experienced Construction Manager to support a USAID-funded engineering services project based in Vietnam. The Dioxin Remediation at Bien Hoa Airbase Area Project (“the Project”) is one of the highest priority USG activities in Vietnam and is aimed at addressing the Agent Orange legacy from the U.S.-Vietnam War. The Construction Manager will lead construction oversight and quality management program for multiple projects at the airbase to ensure effective and compliant implementation of civil works and remediation projects. The Construction Manager will serve as the resident expert in construction management planning in conformance with approved project documents and objectives and will advise USAID as needed for quality project implementation. This position will report to the Chief of Party.

The Construction Manager is responsible for providing construction management services including monitoring, inspection, and overall management to assure construction contractor compliance with all specifications and USAID regulations. The Construction Manager will advise USAID on progress, potential risks, and compliance issues and provide overall technical guidance for effective contract management. He/ She will provide technical leadership and manage the on-site local CM team. The Construction Manager establishes and manages all CM oversight processes, information collection and document control, oversees invoice review and approval and supports engineering design reviews as needed

Responsibilities of this position include, but are not limited to:

  • Lead third party construction oversight from pre-construction through operations for design-build and design build operate contracts for civil works and remediation.
  • Establish CM processes and procedures for daily oversight, reporting and management of risks and other issues compliant with USAID and project requirements. Contributes to the preparation and Implementation of a Construction Quality Assurance (CQA) Plan for oversight of each project.
  • Manage quality services related to oversight and supervision of construction contractors’ quality control services providing confirmation that the standards required by the contract are met
  • Manage team of inspectors and quality control engineers to meet program requirements. Team size will scale to meet USAID construction contract oversight activity.
  • Review and provide feedback on constructor contractor submittals, plans, schedules and reports. Provide feedback and recommendation of approval for construction contractors’ Quality Assurance/Quality Control (QA/QC) plan(s), Safety and Health Plans and other plans as required.
  • Provide input to contractor’s safety program, support compliance monitoring and risk management during performance of works.
  • Lead construction progress meetings and other contractor meetings needed to resolve potential impacts to cost and schedule.
  • Support environmental compliance and health and safety programs as needed.
  • Oversee documentation of construction and quality oversight, issue correspondence, certificates, notices and instructions to contractors as required by the provisions of the construction contract documents.
  • Identify and raise project performance issues to the COP and USAID (technical, legal, political or otherwise), that may adversely impact project implementation.
  • Oversee review of and approval of the construction contractors’ payment invoices and make associated recommendations for payments to USAID. The Contractor will certify that the completed work has been carried out in accordance with the requirements of the contract.
  • Provide services related to review and recommendations of change orders (variation orders) requests for equitable adjustments, extensions of time, disputes, and claims, and other similar matters.
  • Ensure that site reports documenting progress of activities are submitted in a timely manner and provide quality reviews.
  • Ensure that performance guarantees and insurances, including equipment warranties, as required under the construction contract, are in place.
  • Confirm that construction requirements have been satisfactorily completed, notify USAID and draft Certificates of Final Acceptance and Construction Site Handover documents.
  • Provide oversight of the QA/QC inspection services during the construction Contractor’s operation and defects liability period and identify any warranty or non-warranty issues. Follow up with the contractor on any noted defect and its remedy.
  • Provide other miscellaneous and supplemental support that may be deemed necessary to meet the scope and objectives of the infrastructure programs

Minimum Requirements

· BA/BS + 10 years of verifiable experience or demonstrated equivalency of experience in the construction sector, with a minimum of five years of experience as a project manager or construction quality manager for civil works and/or earthwork.

· 5 years of experience implementing quality management programs for construction projects.

· 5 five years of professional experience managing construction projects in Vietnam or similar developing country context.

· Demonstrated knowledge of local and international infrastructure norms (e.g., quality and practices).

· 5 years’ experience in and familiarity with hazardous material handling, as well as workplace safety and construction quality assurance.

· Demonstrated progressive experience in managing support staff;

· Experience providing oversight for subcontractors on international USG projects;

· Ability to collaborate with remote teams online, proficiency in MS Suite, SharePoint (or similar collaboration tools) and remote communications applications such as Teams, Zoom, etc.;

· Demonstrated high level organizational, communication, leadership, problem solving, and time management skills;

· Ability to pass all necessary screening requirements, including successful background check, substance abuse test, and medical clearance.

Preferred Qualifications

    • Bachelor’s degree in construction management, engineering, or related discipline
    • Previous experience working internationally to support U.S. government remediation and construction projects;
    • Professional construction manager and PMP certifications preferred.
    • Experience related to the U.S. Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) (commonly known as Superfund), or the Resource Conservation and Recovery Act (RCRA) either domestically or internationally.
    • USACE certification in EM 385-1-1
    • Experience with construction and operation of thermal treatment systems;
    • Environmental compliance experience with dioxin remediation systems;
    • Experience in the management of USAID or other donor funded programs;
    • Familiarity with USAID procedures and protocols, reporting and organizational structure.
