Profile

A Construction Supervision Specialist is required to join an existing team to undertake the responsibilities of ‘the Engineer’ and supervise the construction contracts on the Client’s behalf in accordance with the FIDIC conditions for international contracts.

This shall include on site supervision of the contractors’ work for compliance with the specifications, the preparation of payment certificates and checking and approving the quality assurance procedures produced by the contractors. The Consultants shall prepare archive of “As Built” drawings based on the “as constructed” drawings, prepared by the Contractor.

The candidate is expected to be available from early 2011 for a minimum period of 18 months and would be based in Hyderabad, Pakistan.

Job Description

Salary: £60,000 - £70,000 (including overseas uplift)

In the context of contract management, the ideal candidate would be expected to carry out, (but not limited to)the following activities

•Contract administration and management; Inspection of construction activities; Testing of materials on site, off-site testing when needed, as necessary the in-factory testing and inspection of good and materials

•Review of contractor’s submittals, verification of progress and interim payment requests; Determination of final construction quantities; Preparation of monthly progress reports

•Maintenance of records; Contract/works or goods acceptance and close of contract; Preparation of operation, maintenance and management manuals for the facilities constructed under the project

•The consultants would carry out all obligations provided for the Engineer in the Civil Works contracts. In the event of contractual dispute which may result in legal action, adjudication or arbitration, between the contract and the employer, on the instruction the Consultants will collate and prepare factual documentation which describes the circumstances of the dispute. If required the Consultants would attend hearings.

Candidate Specification

The candidate should have a strong track record of construction supervision and contract administration using FIDIC conditions of contract. Experience of working in Pakistan is desirable. Experience of construction supervision for irrigation and drainage projects and / or large hydraulic structures would be beneficial but not essential. Fluency in English is essential. The Construction Supervision Specialist would be responsible for all major construction supervision contracts on main and branch canals and in this context would carry, but not limited to the following activities:

Fulfil the requirements of the Engineer (or Project Manager) in the civil works, goods, and equipment supply and installation contracts and would be responsible for inspection and supervision of the construction works, installation of equipment and testing of construction material, in order to ensure that the works are implemented and goods supplied in accordance with the designs, specifications and terms and conditions of the relevant contracts and standards. As mentioned above, PICs would ensure that procurement of goods, services, civil works contracts is in accordance with the World Bank Polices and guidelines, the contract are signed, and managed properly including any changes or variation orders during implementation.
