Objective and Purpose of the Assignment
The purpose of the assignment of a Construction Supervision Engineer (Quantity Surveyor) is to provide all services related to supervision and monitoring of the SKU new campus Package CW8 including DLP, additional works of CW1 and additional works of CW4.
Scope of Work
He will provide all assistance related to supervision and monitoring of the SKU new campus Package CW8 including DLP, additional works of CW1 and additional works of CW4.
Detailed Tasks and/or Expected Output
The Construction Supervision Engineer (Quantity Surveyor) will perform the following tasks to achieve the agreed key outputs:
(i) Check and control the quantities of construction works, value of payments proposed by the contractors in compliance with civil works contracts’ conditions;
(ii) Conduct periodical monitoring during construction phase and participate in preparation of regular progress reports to relevant agencies and ADB;
(iii) Verify the compliance to processes of construction works acceptance and payments; Attend regular meetings with stakeholders; Provide regular checks to ensure that the project meets requirements on disbursement progress; To take major responsibility for the tasks assigned of this position.
(iv) Track the progress and suitability with the works contracts and other current regulations related to quantity and costs management of the project according to the technical standards of the project or the technical standards of Lao PDR.
(v) Perform additional tasks when required by the Client;
(vi) Report to Construction Supervision Expert/Team Leader and SKU Team
Minimum Qualification Requirements
• A bachelor’s degree in quantity surveying or related engineering discipline relevant to the project, licensed on construction supervision (or equivalent certificate in nature) in the relevant discipline with at least 10 years of professional experience including 5 years of relevant experience in on site measurement to support progress claims assessment and working on cost estimate of multi-storey public facilities building, and at least 3 years of experience for donor funded projects.
• Strong communication and reporting skills (English and Lao) is required.
• Experience of working in Lao PDR and/or in the region is required
• Be honest and trustworthy, respectful, possess cultural awareness and sensitivity, flexible and demonstrate sound work ethics
