Short Term Technical Assistance in support of

FEED THE FUTURE RWANDA KUNGAHARA WAGURA AMASOKO

Title: Recruitment of an individual consultant to conduct Global Good Agriculture Practices (GAP) and European Union (EU) Organic Certification Gaps Assessment for TROPI WANDA Ltd

Location: Kigali, and outside of Kigali in Company’s areas of operations

POSITION SUMMARY

RTI (Research Triangle Institute) International is recruiting a short-term technical consultant to support its partner TROPI WANDA Ltd to conduct the company’s gap assessment for the acquisition of Global GAP and EU Organic Certification to develop tools which will be used to implement an Environmental Mitigation and Monitoring Plan (EMMP) for the Feed the Future Rwanda Kungahara Wagura Amasoko

PROJECT OVERVIEW

Feed the Future Rwanda Kungahara Wagura Amasoko is a USAID funded five-year program working with and through the Government of Rwanda (GOR) to inclusively and sustainably boost economic growth by increasing export of the country’s high-value agricultural products such as coffee, tea, fresh beans, peppers, and chili.

Kungahara Wagura Amasoko is working across high-value agriculture export value chains to co-create solutions that increase revenue and competitiveness of high value exporters, inclusively create jobs, and positively impact household incomes as it supports Rwanda’s movement from subsistence agriculture to high-value exports, driving $300 million in new investments into the sector.

BACKGROUND

Rwandan small and medium sized enterprises (SMEs) in high-value agricultural export are facing different challenges such as limited access to relevant information, limited access to technologies, limited access to finance/investment, inadequate bankable business plans, poor market research and market intelligence services, and limited information on certification processes. Kungahara Wagura Amasoko’s Export Competitiveness Fund uses a facilitative, market systems approach to build the capacity of partners to grow their businesses. The goal is to support SMEs in high-value agricultural export to attain business growth and increased competitiveness.

To support these efforts, Kungahara Wagura Amasoko is recruiting a short-term technical consultant to support its partner TROPI WANDA Ltd to conduct the company’s gap assessment for the acquisition of Global GAP and EU Organic Certification. Acquiring these certifications will allow TROPI WANDA Ltd to access both the North America (e.g., Canada) and North Europe (e.g., Sweden and Ireland) markets to export high-value agriculture products (e.g., avocado, passion fruits, chili, pineapple, and mango) and sell at premium prices. The assessment will determine the level of investment the company must make to improve its operations and acquire both global GAP and EU organic certificates. Tropi Wanda Ltd is a private export company founded and owned by a Rwandan businesswoman. It exports horticulture products such as avocado, passion fruits, mango, pineapple and chili to Middle East. Tropi Wanda began operations in 2020 during the COVID 19 outbreak, and since then products are shipped by RwandAir and Ethiopian Airlines. Its headquarters located in Kigali City, Kicukiro District where it has a cold room and packhouse. Tropi Wanda grows horticulture on its own farm of 15 ha and buys from over 1,500 farmers located in all the Districts of the Eastern and Southern Provinces.


Responsibilities

SCOPE OF WORK

This assignment will assist TROPI WANDA in conducting an assessment to identify the gaps the enterprise must address within its own operations to obtain Global GAP and EU Organic certifications. The gap assessment will focus on the following major areas:

  • Review the status and gaps within the company’s existing infrastructure to meet the standard requirements of Global GAP and EU organic certification
  • Review the human resources capacities and gaps within the company by assessing the level of education and qualifications of current staff to perform the company’s operations (e.g., production, management, financial records, logistics and handling, safety and quality management).
  • Review the company’s documentation/recording system and gaps related to its operational processes (e.g., production, management, financial records, logistics and handling, safety and quality management).
  • Determine the level of investment/costs required to improve the enterprise’s operations to meet the global GAP and EU organic certification requirements
  • Document the company’s current good agriculture practices
  • Determine the timelines associated with any improvements required to obtain global GAP and EU organic certification

Qualifications

MINIMUM QUALIFICATIONS

The individual consultant must meet the following minimum qualifications and experience:

  • The consultant must have the demonstrated knowledge and experience in certification process of food quality, safety and traceability, environment and workers’ health, safety, and welfare.
  • Not less than 5 years of experience in business development/coaching services to SMEs,
  • At least 3 years of experience in conducting similar assignment (supporting Global G.A.P and EU organic certification process for horticulture) is required.
  • Familiarity with and an understanding of agribusiness development issues and SME needs in Rwanda and East Africa.
  • Ready to start the work upon signing the contract.
  • Eligible to work in Rwanda.
