About the role

We are seeking a consultant to undertake a cost benefit analysis for a quality infrastructure system in Cambodia. Working closely with UNIDO, the Cambodian Ministry of Economy and Finance and CAVAC staff, the consultant will analyse Cambodia’s quality infrastructure and provide recommendations for policy, the legal and regulatory framework, and institutional frameworks.

About the program

The Cambodia Agricultural Value Chain Program Phase II (CAVACII) is an economic development program, operating over six years between 2016–2021. It is funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT) and implemented by Cardno.

CAVACII promotes a commercially viable and resilient agriculture sector that contributes to inclusive economic growth. It does this by supporting profitable irrigated agriculture and an increasingly competitive agriculture industry.

About you

We are looking for a Consultant with considerable experience in the field of quality infrastructure systems and policy formulation.

You will also have:

  • A postgraduate qualification in agricultural science, economics, business administration, or a related field. A PhD qualification is desirable.
  • Demonstrated experience in research and analysis on policy formulation.
  • Experience working in LDCs. Work experience in the ASEAN region is desirable.
  • Excellent spoken and written English language skills.

Remuneration

This position is classified under DFAT’s Aid Adviser Remuneration Framework (ARF) as Discipline Group D, and will be remunerated up to Job Level 4. Remuneration will be offered at a level commensurate to the successful candidates’ experience relevant to the role.
