1. The Government of Angola received, through its Ministry of Health, a credit from the International Development Association-IDA/World Bank to carry out an integrated project for Malaria, Tuberculosis and HIV/SIDA, designated HAMSET Project. The GoA intends to use part of the credit funds for hiring consultancy services to assist in restoring the Blood Bank network in the 18 provinces of the country.
2. The HAMSET Project Implementation Unit (PIU), in collaboration with the National Blood Bank Center, thus intends to recruit an International Consultant, for re-setting up blood banks in the public/private sectors network, especially to improve the transfusion services quality in the 18 Provinces. The consultant will be accordingly expected to update the services standards, related work-flow and technical proceedings, training the national professionals, besides dealing with other related activities. The consultancy output will thus be the BB network design renewed, the services standards, workflow and registration forms up-dated, and the local staff trained.
3. The Consultant will be based in the National Blood Bank Center in the capital of the country, Luanda; and will report to the HAMSET PIU.
4. The contract duration will be of at least four months subject, however and if necessary, to an eventual extension.
5. Considering the above, the Consultant should hold the following qualifications: Degree in Medicine, Specialization in Hematology, at least a three year experience in similar BB projects. Proven experience in Hemotherapy management is an asset, whilst the knowledge of Portuguese or Spanish language is highly desirable.
6. Through the HAMSET Project, the Ministry of Health therefore invites most interested candidates to provide the necessary information, as above; indicating they are qualified to fulfill the tasks (please attach the supporting documentation, including the description of similar assignments, experience gained in similar conditions, possession of the appropriate skills, etc.). The interest showing correspondence can be made in any of the official international/WB languages, making however sure that a copy in Portuguese or Spanish is duly attached.
7. The desired Consultant will be selected in accordance with the World Bank procedures and guidelines (Ref. “The Selection and Employment of Consultants by World Bank Borrowers, May 2004”).
