Job Description

Background

AGRA is an African-led alliance focused on putting smallholder farmers at the center of the continent’s growing economy by transforming agriculture from a solitary struggle to survive into farming as a business that thrives. Founded in 2006, at a time when agricultural development was emerging from a 20-year decline characterized by minimal growth and investment in the sector, AGRA’s mission is to catalyze and sustain an agricultural transformation in Africa through innovation-driven productivity increases and access to markets and finance that improve the livelihoods of smallholder farmers.

The African Agricultural Transformation Initiative AATI is an initiative co-founded by the International Fund for Agricultural Development (IFAD), the Bill & Melinda Gates Foundation (BMGF), McKinsey & Company, and the Alliance for a Green Revolution in Africa (AGRA) with a Memorandum of Understanding (MoU) to establish the African Agricultural Transformation Initiative (AATI) on July 5, 2022 that seeks to establish new and strengthen existing national delivery mechanisms to support agricultural transformation policies and programmes in Sub-Saharan Africa. Collaborating in the transition of the management of AATI’s Agriculture Transformation Office (ATO) operations in Tanzania from IFAD, AGRA and IFAD signed a Contribution Agreement on April 17, 2025, where AGRA has agreed to host and support the ongoing activities of Tanzania ATO based on the workplan and budget and in alignment with national agricultural priorities. As part of this agreement, AGRA wishes to engage a consultant for the position of Monitoring & Evaluation (M&E) to work in Tanzania ATO as per the terms and conditions of this agreement, Terms of Reference, and Tanzania ATO Workplan.

It is against the above backdrop; AGRA invites qualified consultants to submit proposals to provide Consultancy for Monitoring & Evaluation (M&E) Expert. Key deliverables, required competencies, and other essential details are provided below.

Objectives

1. The M&E Expert will oversee all M&E, support and data management activities within ATO. Together with all analysts He/she will also manage the execution and day-to-day activities of the AMP implementation.

2. The M&E Expert will be responsible for ensuring that ATO has robust, systematic, effective, and efficient monitoring practices that support transparency and accountability and contributes to the overall effectiveness of the AMP implementation. Having this in place will establish processes for incorporating feedback from data analysis into program adjustments and decision-making.

3. Together with the Director, the M&E Expert will be responsible for the appropriate functioning and operationalization of the M&E framework.

4. The M&E Expert will work closely with the Director and his/her delegate to support delivery of ATO’s strategic priorities and data management. The M&E Expert will work closely with and oversee data collection & reporting, as well as the Communications Expert to ensure effective data and information management.

Location and nature of the assignment

This assignment will be carried out in Tanzania.

Duration

The work will be conducted over a period of 6 months and the consultant shall explicitly indicate the level of effort needed for the tasks to be assigned.

Qualifications and Experience

Education:

  • Minimum of master’s degree in any of the following fields: management, business administration, project management, economics, public administration, agriculture and agribusiness development as well as other relevant fields.

Experiences

  • Minimum ten (10) years of relevant experience
  • Strong experience in leading, structuring and managing national and collaborative programs/projects in agriculture sectors.
  • Ample experience of working in/with/ various international/regional organizations and national institutions.
  • Strong understanding of public and development sector issues and organizational culture, and ability to effectively liaise with senior and mid-level leadership in government organizations.
  • Hands on experience on Delivery Mechanisms in public institutions highly desirable
  • Demonstrated experience in M&E will be an added advantage.

Languages

  • Excellent level (written and verbal) English and Kiswahili is required.

Skills

  • Strong organizational, interpersonal, and communication skills.
  • Strong team player with excellent personal relationship building skills.
  • Very good understanding of the Tanzanian Agricultural Sector as well as its challenges and opportunities.
  • Very collaborative leadership style and demonstrated success in leading, motivating, managing high-performance teams.

  • Results-oriented and delivery focused, with the ability to strengthen the accountability of others.

  • Sensitivity to gender and environmental issues
  • Desire of improving the lives of smallholder farmers
  • Willingness to undertake frequent field visits.
