Summary of Role:

Pact is seeking an experienced consultant to support us as we define, document and package our consultancy services, which will be used to meet the needs of our clients through sourcing for funding opportunities across Pact programs. Over the years Pact has implemented various business models to deliver products and assistance, and now would like to clearly define and document the services we do and can offer via consultancies, the process and the practice. The consultant will work closely with Pact teams at large, with primary focus on the CD&I team to gather information, review past experience, and analyze to inform the development of our consultancy service offerings. Under the management of the CD&I team, they will closely engage with Pact teams throughout the process, complete tasks and produce specific deliverables as outlined below.

Duties and Responsibilities

This activity aims to better define and articulate Pact’s consultancy business model to enable Pact to take advantage of changing development landscapes as part of Pact’s business strategy. This assignment will consider what Pact’s consultancy business model currently looks like and how it can best evolve. It will identify services already packaged and/or ready for packaging; articulate current market for these services and provide guidance/options for services to different segments of potential customers based on emerging trends, expertise, Pact’s suite of evidence-based CD&I tools and methodologies. The consultancy service offerings would be developed based on a review of Pact’s existing materials as well as cutting edge resources on consultancy business models from the larger development community.

Task 1. Inception and Workplan Development

1.1. Hold an engagement meeting with Pact CD&I team to review the deliverables, agree on a timeline for implementation, and identify key priorities to be incorporated into the design of Pact’s consultancy model and offerings.

Task 2: Desk Review and Recommendations for Consultancy model design

2.1. Conduct a review of current available/existing materials from Pact on the various ways in which they have implemented consultancies and that of the larger development community.

2.2. Identify services and combination of tools – conduct market analysis on the needs based on various identified customer segments.

2.3. Identify potential customers along with services they advertise.

2.4. Conduct a design meeting with Pact team to review the consultant’s recommendations based on the literature review and identify key technical components to be included.

Task 3: Draft consultancy service offerings package

3.1. Develop and share a draft

3.2. Identify potential priority services for consultancy model

3.3. Identify organizational structural barriers that have to be addressed for consultancy launch

3.4. Management structure recommendations for CD&I consultancy implementation

Task 4: Orientation/walk through the consultancy services package with Pact staff

4.1. Conduct orientation to provide identified Pact team(s) an understanding of the content of the consultancy services package and discuss various options for its implementation. Participants will include staff from the Pact Global CD&I team, BD team, and select Country offices.

4.2. Incorporate feedback from walk through.

Task 6: Finalize consultancy service offerings package

5.1 Update and finalize.

Requirements:

  • A minimum of master’s degree in fields relevant for international development, such as capacity development, economic growth, environment, small enterprise development, clean energy, public health, social sciences, or other related field
  • A minimum of 10 years of technical experience with capacity development, economic development, social enterprise, business administration, or systems strengthening with health and/or international development programs.
  • In-depth understanding of and at least 5 years of experience with diverse or innovative funding mechanisms and understanding of business models
  • Fluent English language skills.
  • Experience with diverse or innovative funding mechanisms and understanding of business models.
  • Experience in Market research
  • Experience in productization and business planning
