The Republic of Macedonia has received financing from the Dutch Government as a support for Improving the Investment Climate and Strengthening Public Sector Governance and intends to apply part of the proceeds toward payments under the contract for an individual consultant’s services for the National Bank of the Republic of Macedonia (NBRM) used for communication and personnel development.
The NBRM is committed to developing and implementing a Risk-Based Supervisory (RBS) approach in fulfilling its responsibilities to effectively and efficiently regulate the Macedonian commercial banking industry. The NBRM, in cooperation with the IMF and World Bank, has prepared and adopted a Supervisory Development Plan (SDP), which calls, in part, for the development and implementation of RBS methodology and the development of bank supervision personnel in the transition to RBS.
The National Bank of the Republic of Macedonia (NBRM) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
The main objectives of this project are to strengthen the technical, communication and management skills of the supervision and regulation staff in the implementation of a Risk-Based Supervisory (RBS) approach. The final objective is to have a well-trained, highly professional supervision and regulatory staff proficient in the employment of RBS methodology and techniques.
The Consultant is envisaged to provide training in staff development as the NBRM transitions to RBS. The project involves improving communication and personnel development skills. The seminars cover the following areas:
Written Communications – Material to cover: The techniques most effective in communicating supervisory conclusions and recommendations to Boards of Directors of licensed institutions and senior management of the NBRM Formal Presentations – Material to cover: Specific guidance in conducting effective meetings (preparation, agenda, prioritization, handouts, etc.), including the use of various presentation techniques Management Skills – Material to cover: Conducting employee evaluations; and effective delegation, time management and negotiation techniques Instructor Training – Material to cover: The development and use of lesson plans, public speaking skills in large and small group settings, and use of visual aids (including sophisticated audio-visual equipment)
The desired qualifications and knowledge of the consultant are the following: - University Degree; a degree in Finance or Economics will be considered as an asset - Minimum 10 years of relevant professional experience, comprising of 5 years of experience in providing educational seminars in related fields (such as banking, financial services supervision etc.) - Knowledge and experience of related fields
An individual consultant will be selected in accordance with the World Bank’s Guidelines: , published by the World Bank in May 2004, revised October 2006.
