The Government of the Republic of Togo received from the African Development Bank (ADB) financing for technical assistance for feasibility studies of the project to build 20,000 affordable housing units. It is planned to use part of the envelope to finance service contracts for a water and sanitation engineer in order to provide technical support to the Project Executing Body.
The services provided under this contract include the support of a water and sanitation engineer in the context of monitoring detailed technical studies concerning road networks, access, the site’s structural roads and various networks planned within the framework of this Project.
The Urban and Municipal Development Agency (CITAFRIC), responsible for the delegated project management of the said project on behalf of the Ministry of Urban Planning, Housing and Land Reform, invites individual consultants interested in applying to provide the services described above. Interested consultants should produce information on their capacity and experience demonstrating that they are qualified for the services (detailed curriculum vitae (CV) highlighting qualifications and experience in comparable missions, copies of diplomas, training certificates, references for similar services accompanied by proof of completion including service certificates issued by the Client, work certificates, etc.).
The eligibility criteria and selection procedure will be in accordance with the “Procurement framework for operations financed by the African Development Bank Group”, October 2015 edition and entered into force on 1 January 2016, which is available on the Bank’s website at: http://www.afdb.org.
The minimum qualifications and experience required are indicated below:
• Hold a minimum of a BAC+5 in Civil Engineering, Water and Sanitation or related domain
• Demonstrate minimum experience of ten (10) years as a hydraulic engineer or water and sanitation specialist in the design and sizing of sanitation or drinking water supply works, preferably in housing or urban infrastructure construction projects
• Have experience as a mission leader/deputy mission leader in project design for sanitation (wastewater) in the urban environment
• Have experience as a head of mission/deputy head of mission in the design of urban rainwater drainage projects
• Have experience as a mission leader/deputy mission leader in the design of drinking water supply projects
• Have experience as a head of mission/deputy head of mission in project monitoring and control of drinking water supply, rainwater drainage and sanitation (wastewater) in urban areas
• Have participated in technical studies of site development for the construction of complex similar housing
• Have experience in development projects financed by an international donor (World Bank, African Development Bank, French Development Agency, West African Development Bank, European Union, etc.)
• Have skills in hydraulic modeling and water resource management
• Have experience in the use of design software (AutoCAD, Civil 3D, EPANET, EPA-SWMM, etc.)
• Have a perfect command of the French language and an ability to communicate both in writing and orally
• Have good writing skills, including the ability to prepare technical reports and project documents of very good quality
Consultants will be evaluated on the basis of their application files according to the criteria and scoring scale indicated below:
Qualification and general experience – 15 points
1.1 Qualifications (Diploma and other training)
1.1.1 Hold a minimum of a BAC+5 in Civil Engineering, Water and Sanitation or equivalent
No diploma, non-compliant diploma or lower level: Disqualified – 5 points
1.2 General experience
1.2.1 Provide proof of minimum experience of ten (10) years as a hydraulic engineer or water and sanitation specialist in the design and sizing of sanitation or drinking water supply structures, preferably in housing or urban infrastructure construction projects
• Ten (10) years of experience: 5 points
• Plus 1 point per additional year up to a maximum of 10 points
• Experience less than ten (10) years = 0 points – 10 points
Specific experiences – 80 points
2.1 Experience as a mission leader/deputy head of mission in the design of sanitation projects (wastewater) in urban areas (3 points per mission) – 15 points
2.2 Experience as a mission leader/deputy head of mission in the design of urban stormwater drainage projects (3 points per mission) – 15 points
2.3 Experience as a mission leader/deputy head of mission in the design of drinking water supply projects (3 points per mission) – 15 points
2.4 Experience as a head of mission/deputy head of mission in monitoring and control of drinking water supply projects, rainwater drainage and sanitation (wastewater) in urban areas (3 points per mission) – 15 points
2.5 Participation in technical studies of site development for the construction of housing of similar complexity (3 points per mission) – 15 points
2.6 Experience of donor-funded development projects in general (2.5 points per mission) – 5 points
Regional experience and additional knowledge – 5 points
3.1 Participation in technical studies including hydraulic studies, sanitation studies (wastewater, waste management and/or rainwater drainage) and drinking water supply studies in the West African sub-region (1.25 points per mission) – 2.5 points
3.2 Knowledge of the French language – 2.5 points
The minimum score required to be selected is 70 points out of 100. The candidate ranked first and whose total score is equal to or greater than the minimum score mentioned above will be invited to negotiate a contract.
