Job Description

SNV is seeking to engage a consultant to ensure organizational development & coaching for CSOs. The ToR for the assignment is as follows:

Terms of Reference (ToR) for Organizational development and Coaching for Civil Society Organisations (CSOs)

SNV Kenya Evidence Based Advocacy Project

1. INTRODUCTION

SNV is an international not-for-profit development organisation, funded from public and private sources, working in 38 countries in Africa, Asia, and Latin America. SNV specializes in supporting the resourcefulness of development actors by developing local capacities, improving performance and services, strengthening governance systems, helping to create access for excluded groups and by making markets work for the poor. Our global team of advisors use their specialist sector and change expertise in Agriculture, Renewable Energy and WASH to facilitate sustainable change in the livelihoods of millions of people living in poverty.

Purpose of the assignment

2. Background Terms of Reference (ToR) Organizational development and Coaching for Civil Society Organisations (CSOs)

To enable CSOs to effectively voice alternative or dissenting views in a dynamic and increasingly global context, the Dutch Ministry of the Foreign Affairs (DGIS) set up a policy framework focusing on strengthening CSOs’ capacity for ‘lobbying and advocacy’. This role is essential for holding policymakers and companies to account, and a way for CSOs to contribute to inclusive growth and development and help reduce inequality. This five-year project, funded by the Dutch Ministry of Foreign Affairs (DGIS), aims at strengthening capacities of CSOs to advocate for a conducive enabling environment in WASH, Renewable Energy, Nutrition and Food Security, and Resilience. For Nutrition and Food Security, and Resilience, the project will be implemented together with IFPRI. Implementation takes place in six countries (Kenya, Rwanda, Burkina Faso, Ghana, Honduras and Indonesia) as well as at the global level.

3. Project Approach

Main areas of intervention in a specific sector are:

1) Strengthening of CSO capacities: Participating CSOs will join a capacity development trajectory that strengthens their capabilities in the field of leadership, use of evidence, thematic knowledge, advocacy and business development. This trajectory will take place during the first two years. After these two years, on the job coaching of CSOs will be continued by qualified SNV advisors and IFPRI staff in the respective thematic fields;

2) Evidence creation and dissemination

CSOs will be encouraged and capacitated in making use of evidence and data by contextualising results of research, availing knowledge products and facilitating access to on-line platforms and alliances.

3) Support to advocacy plans and activities of CSOs

CSOs will be supported in the design and implementation of advocacy plans. Design of these plans will take place during the above-mentioned leadership trajectory. CSOs will benefit from support of SNV and knowledge/research institutes such as IFPRI for Food and Nutrition security and Resilience).

4. The assignment

SNV is seeking coaches and organizational development consultants to support the capacity development input for the CSOs in the Evidence Based Advocacy Project.

5. SCOPE OF WORK for Coaching and Organizational Development of CSOs

The overall task is to provide organizational development and coaching for 8 participating CSOs. We are seeking services of a) organizational development experts and b) Coaches; to deliver selected organizational development outputs for some of the CSOs and to enhance leadership capacities of 8 leaders of participating CSOs through coaching.

b) Coaching needs

i. Embedding strong leadership attitudes and reflexive abilities in the organization

ii. Sustainable leadership and managing stakeholder relationships

iii. Emotional intelligence

iv. Effective team building and motivation skills

v. Effective planning culture, efficient and effective implementation of tasks

vi. Effective work - Life balance

vii. Balancing between internal and external perspective

7 Key qualification:

a) Experience and skills of the Organizational Development Consultants

  • At least post graduate degree in either MBA, organizational development, social sciences, strategic management, Development studies.
  • In-depth knowledge and understanding of organizational change management
  • Extensive work experience and proven record in change management, multi-stakeholder engagement and strategic management
  • Good advisory and mentoring skills
  • Demonstrated experience of having undertaken similar assignments
  • Good analytical and documentation/report writing skills
  • Good communication and facilitation skills

b) Experience and skills of the Coach

  • Certified executive or business coach
  • Post graduate degree in either MBA, organizational development, social sciences, strategic management, Development studies
  • Extensive experience with a non-directive approach of coaching professionals (i.e. ability to structure sessions; create rapport; listen and reflect back; create flow by asking open, powerful questions; stimulate commitment to action);
  • Preferably knowledge of and experience with Capacity Development Support;
  • Preferably knowledge of and experience with development issues represented in the cohort of CSOs;
  • Preferably knowledge and experience in the field of international cooperation and/or social business in general and with regard to SNV in particular;
  • Personal attributes include: ability to listen, summarize and probe further, to inspire and encourage others (to get the best out of people), personal sensitivity, creativity.

8. Duration of task completion

The OD assignments is estimated take not more than 15 days spread between 20th of November and 20th of December 2016. Coaching timelines will be agreed upon during contracting.

9. Key deliverables

The Consultant will work closely with the CSOs and SNV to deliver the following:

Deliverables

  • Strategic plans
  • New strategic positioning of CSO redefined
  • Organizational structure reviewed and clarity on accountability and transparency established
  • Individual coaching targets and personal development plans for CSO Leaders
  • Coaching agreement with each CSO leader
  • At least 6 coaching sessions for each CSO leader undertaken.
  • The Coachee will realizes set targets of his individual personal leadership plan within agreed timelines

All OD deliverables will be submitted to SNV and the CSOs not later than December 20th 2016.

10. Submission guidelines and selection criteria

Expression of Interest (EOI)

Attach the company profile and CV of staff proposed for the task and an illustration of relevant similar assignment undertaken in the past five years.
