The Government of St Lucia has received a credit of US$ 3.5 million from the World Bank to finance the cost of the “OECS Skills for Inclusive Growth Project”. The objective of the project is to assist the Government of St Lucia to increase the employability of youth through private-sector driven training.
Applications are invited for suitably qualified persons to provide consulting services to the OECS Skills for Inclusive Growth Project for the following consultancy
Design of Monitoring and Evaluation Framework
Objectives
To help the National Skills Development Centre (NSDC) design a high-quality, effective monitoring and evaluation system for the “skills for inclusive growth” project. This includes the ability to carry out a tracer study of project beneficiaries, as stipulated in the Project Appraisal Document.
Qualifications and Experience
Academic: -The Consultant should be a systems engineer with a master’s degree and at least 3 years of working experience, or should possess a bachelor’s degree and at least 5 years of working experience.
Experience: -Experience in the advanced principles, methods, and techniques of information systems design, applications programming, computer operation, and computer systems programming. -Experience as a trainer will be considered an asset.
Responsibilities
- Design a framework and system that will allow NSDC to capture in a reliable and ongoing way, those data that will allow the tracking of the project indicators over the life-time of the project, evaluate and enable performance-based reporting. - To design a Conceptual Framework for M&E of the OECS Skills for Inclusive Growth Project - To design a system for Monitoring and Evaluation of the Skills project, which will implement the Conceptual Framework
