Job Description

Pacific Women Shaping Pacific Development (Pacific Women) is a regional development program funded by the Australian Government. It commits AUD $320 million over 10 years to improve the political, economic and social opportunities of Pacific Women. The Pacific Women Support Unit, managed by Cardno provides technical and administrative support to the Pacific Women program.

Pacific Women aims to improve opportunities for the political, economic and social advancement of Pacific women. It does this through a focus on seven distinct but interconnected Key Result Areas:

  1. Enhanced knowledge and evidence to inform policy and practice;
  2. Strengthened women’s groups and coalitions;
  3. Positive changes in social norms, values, practices and attitudes towards gender equality and women’s agency;
  4. Improved women’s leadership and decision-making opportunities;
  5. Increased economic opportunities for women;
  6. Reduced violence against women and expanded support services; and
  7. Improved gender outcomes in education and health.

Key Responsibilities

The purpose of this consultancy is to recruit a short term Design Team Leader who will have the primary responsibility for preparing the Draft Pacific Women Tuvalu Country Plan. The Team Leader will work as part of a team, made up of a Local

Consultant, DFAT program staff and the Pacific Women Support Unit. Specific duties will include:

  1. Desk review of the relevant Tuvalu gender documents;
  2. Work with the Pacific Women Support Unit, DFAT program staff and the Local Consultant to develop the conceptual framework for the Country Plan;
  3. Develop the approach and methodology for the in-country consultation with relevant stakeholders
  4. Actively participate in briefing and debriefing sessions with the Pacific Women Support Unit and DFAT (Tuvalu Program)
  5. Take the lead in consultations in-country while working in a collaborative manner with the Local Consultant;
  6. Based on findings and analysis made on gender issues in Tuvalu, prepare the draft Tuvalu Country Plan with an accompanying M&E framework; and develop a draft Implementation Plan inclusive of at least three (3) draft project profiles with budget estimates.
