Job Description

Duration: Tentatively August 2025 – March 2026 (estimated workload of 80 expert-days)

SCOPE OF WORK
Under the direct supervision of the Project Manager, the Consultant will undertake the following tasks:

1. Technical Review and Quality Assurance

  • Review draft Terms of Reference (ToRs), tender dossiers, and technical specifications prepared under different programme outcomes to ensure technical adequacy, clarity, and alignment with international standards and best practices.
  • Review critical deliverables, including studies, design documents, and technical reports in the areas of environment, infrastructure, and governance, providing written recommendations for improvements.
  • Ensure that all deliverables reflect considerations of sustainability, long-term impact, and alignment with the National Development Strategy (NDS) and relevant EU frameworks.

2. Drafting of New ToRs and Technical Inputs

  • Draft or update ToRs for specialized consultancies or procurement packages as required, ensuring completeness, precision, and feasibility for implementation.
  • Contribute to the preparation of technical briefs, evaluation criteria, and guidance notes to strengthen project planning and procurement processes.

3. Advisory Support

  • Provide on-demand advisory support to the Project Manager and Outcome Leads on environmental, infrastructure, and governance-related issues.
  • Advise on synergies between programme outcomes and outputs, identifying opportunities for integration, knowledge sharing, and joint initiatives to maximize development impact.

4. Strategic Orientation

  • Provide guidance on ensuring environmental and climate sustainability in relevant project activities.
  • Support risk assessment and mitigation planning for complex infrastructure and environmental interventions.
  • Contribute to ensuring that the programme aligns with EU directives, SDGs, and other international commitments relevant to North Macedonia.

Languages

  • Excellent written and spoken English and Macedonian.
  • Knowledge of Albanian is an asset.

RECRUITMENT QUALIFICATIONS

Education:

  • Advanced university degree (Master’s or higher) in environmental engineering, civil engineering, public administration, or a related field.

Experience:

  • Minimum 7 years of experience in project design, management, or evaluation in the environment, infrastructure, and governance sectors.
  • At least 4 assignments involving review and preparation of technical ToRs, tender dossiers, or project documents/proposals for donor-funded projects.
  • At least 4 assignments providing high-level advisory support on environment, infrastructure, or governance issues.
  • At least 2 assignments involving the design of exit strategies, institutionalization plans, or sustainability frameworks for complex development projects or programmes.
  • Experience working with UNDP, EU-funded, or other international donor-funded programmes is a strong advantage.
