Job Description
Purpose of consultancy
To conduct data management, epidemiological analysis, and information dissemination in response to emergencies. The consultant may be deployed to emergencies when required.
Background
The Public Health Intelligence and Emergency Information Dissemination Unit is responsible for identifying new public health events, assessing risks to public health and communicating public health information to technical partners and stakeholders.
Deliverables
Output 1:
- Conducting research and identifying sources of information for technical materials, rapid risks assessments, situation reports, briefing notes, bulletins, articles and other materials. Sources of epidemiological and other data may come from several different teams and programmes within WHO and from partners.
Expected date of delivery - Monthly
Output 2:
- Preparing and disseminating technical materials, presentations, briefings, and situational updates using standard tools and templates.

Output 3:
- Contacting and working with other departments and regional offices to draft and post EIS reports on the Event Information Site and publish the ‘Disease Outbreak News’ on the external WHO website.

Output 4:
- Contributing to the production of the weekly epidemiological update through reviewing and summarising the weekly epidemiological situation at global and regional levels.

Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
First university degree in epidemiology, demography, statistics, health sciences, medicine/veterinary sciences or a related discipline that includes quantitative methods.
Desirable:
Advanced degree in health-related field.
Experience
Essential:
Five to ten years relevant experience at national and international levels in information management, outbreak investigation and response, quantitative methods, surveillance or epidemiology, and preparation and publication of scientific documentation and public communications.
Skills/Knowledge:
Essential:
- Ability to produce engaging and scientifically accurate communication materials.
- Ability to synthesize information in a clear and concise manner.
- Ability to understand technical issues in the field of public health as well as knowledge of epidemiology, quantitative methods, and surveillance in the area of emerging/re-emerging diseases.
- Ability to work in a multi-disciplinary and cross-cutting environment.
- Excellent organizational skills combined with ability to multi-task and produce accurate results under pressure.
- Excellent interpersonal skills, diplomacy, tact and discretion, sound judgment and initiative
- Ability to work under pressure and to clearly articulate and present concepts and procedures to a broad range of audiences.
- Knowledge of public health sector and issues.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
