ICMA is looking for a consultant for a 3 month assignment in Jijiga, in Somali National Regional State (SNRS), Ethiopia. The purpose of the assignment is to conduct an assessment of the capacity of the Regional Bureau of Finance and Economic Development (BoFED) and other sector bureaus to lead and participate in a strategic planning process to produce a Five-year comprehensive strategic plan for SNRS. The consultant will lead the assessment and help develop a comprehensive program of capacity-building for the BoFED and other bureaus.
Consultant should be knowledgeable about pastoralists economies. Consultant will be based in Jijiga for at least 8 weeks and will work with a national consultant. Oral and written knowledge of Somali and/or Amharic preferred but not required.
Qualifications required:
Experience with USAID or other donor-funded projects
Knowledge of pastoralist economy.
At least 5 years of experience working on aid-funded projects in Africa
8-10 years of experience in the following: designing and implementing strategic planning processes and conducting assessments of national-level bureaus and ministries, including conducting SWOT analyses, facilitation, and consensus-building developing capacity-building programs for national and regional level officials, including the development of budgets and timetables
