ORGANIZATIONAL DEVELOPMENT CONSULTANT (ODC)

Introduction:

Women and Youth Creating Our Future (WYCF) is a five year project that supports a local workforce training partner. To reach WYCF’s goals, NCBA CLUSA and the Institute of Business (IOB), a local social enterprise, have established the Center for Youth Development/Sentru ba Dezenvolvimentu Foin Sae (Sentru) to stregnthen workforce readiness and technical and entrepreneurial skills of Timorese youth, women, and PWDs through education, employment, and entrepreneurship.

WYCF established Sentru, based in Dili and will launch youth service hubs in Bobonaro and Baucau municipalities to enourage youth from outside the capital city and other urban centers to participate. One of the greatest challenges Timor-Leste faces in diversifying its economy is a workforce that is unable or ill-equipped to respond to labor market demand or create work opportunities for themselves as entrepreneurs. The goal of Sentru is to better prepare youth for job placement or entrepreneurship that meets labor market demands. Sentru and its youth service hubs will target youth, women, and PWDs who are entering the labor market as well as those who are out-of-school.

NCBA CLUSA conducted an Organizational Capacity Assessment (OCA) of IOB last year in order to gauge what assistance IOB needs to meet Non-U.S. Organization Pre-Award Survey (NUPAS) requirements. Moving forward, NCBA CLUSA will assist IOB in strenthening its capacity to implement future USAID activities based on NUPAS criteria such as legal structure, financial management and internal controls systems, project performance management, and organizational sustainability.

Objectives:

WYCF is implemented by NCBA CLUSA in partnership with the Institute of Business (IOB). WYCF’s overarching objectives are:

1. Launch the Center for Youth Development/Sentru ba Dezenvolvimentu Foin Sae (Sentru) to increase the incomes of youth, women, and persons with disabilities (PWDs) through education, employment, and entrepreneurship; and

2. Strengthen the Institute of Business (IOB)’s sustainable business model to advance its mission, especially to empower women and youth.

Scope of work:

WYCF seeks an organizational development and/or operational specialist to carry out the following activity planand provide key deliverables within indicated due dates. The scope is subject to negotiation and revision among WYCF and Organizational Development Consultant (ODC).

Consultant (s) role and responsibilities:

· Contribute to the design of and implement a range of organizational development programs to develop capability across the Institute of Business (IOB).

· Partner with team members to design, deliver, and evaluate organizational and operational solutions that are clearly aligned with business objectives and requirements, produce targeted outcomes to ensure ongoing business continuity and compliance and enhance individual, team, and organizational capabilities

· Work collaboratively on organizational development projects with a focus on leadership development, talent management, learning and development, performance management and culture and engagement to support the delivery of key milestones and outcomes

· Research, plan, implement and evaluate processes to assist with the development and delivery of organizational development projects and programs to support organizational and government priorities

· Partner with team members to design, develop, and implement development programs that align to the organization’s strategic plans and objectives

· Develop and maintain partnerships with employees and leaders across the cluster to provide a high level of organizational development services that meet customer needs and organizational priorities

Duration:

- 5 months of full time in-country to work with Institute of Business (IOB) Timor-Leste

- 15 – 20 days (during five months) working from remotely to support the Institute of Business (IOB) Timor-Leste

Selection Criteria:

· Degree(s) in public administration, business, management, organizational development, or related field.

· Experience as a manager, executive, leader, or supervisory operational staff within a high functioning organization, public, private, or civil society.

· Fluent in English. Strong written and verbal communication skills.

· Interest, background, and experience in organizational development.
