International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through
health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
The overall objective of this short course in Basic Sphere Project and Humanitarian Accountability Partnership (HAP) are;
• Introduction to sectoral standards of the Sphere
• Basic ability to reference the Sphere Minimum Standards
• List and interpret the key challenges of sphere standard’s quality & accountability in the context of Afghanistan
• Refer to and use the HAP 2010 Standard as a tool and guide for improving accountability and quality in the processes and procedures of emergency response delivery
• Identify organizational needs to establish a baseline against the HAP 2010 Standard (through a project-level self-assessment exercise)
• Agree upon approaches to improving Quality & Accountability
Scope of Work
Tasks specified in the scope of the contract include the awareness raising, sensitization, and knowledge transfer to participants to ensure that aforementioned objectives are adequately addressed and participant should be able to translate such knowledge and skills into community based response practices;
Following specific tasks will perform by the consultant/s;
Topics and Sessions:
• What is sphere project? What are Sphere Humanitarian Charter and Minimum Standards in Disaster Response
• The Humanitarian Charter and the Rights/Need - Based Approach
• Identify key Sphere standards and indicators that guide technical sector assessment – including WASH, public heath, site and shelter and food security and nutrition sectors
• Explain the importance, value, and methodology of linking assessment findings to response recommendations
• Why should organizations be accountable to those they seek to assist?
• Definition of Accountability, concepts & principles of Accountability & Quality Management
• Differences & similarities between HAP & other Quality & Accountability initiatives
• The HAP 2010 Standard
• Self-Assessment based on HAP Benchmarks
• Approaches to implement the HAP Standard
• Using the Sphere minimum standard
• Remote backstopping of the trainers and trouble shooting
• Ensure 4 days training and covers all the aforementioned topics.
• Impart training to 30 participants batch)
• Consultant/s must ensure have pre and post training forms properly filled out by training participants.
• Ensure trainings are delivered by consultant/s in full compliance with session plans as well as training material is fully explained to ensure that training participants have understood what was shared with them.
• Consultant/s should ensure that peer/horizontal learning as well benefiting from local wisdom, examples and lessons learnt is encouraged in trainings.
• Consultant/s strictly follows and honor principle understanding developed with you and reflected in this document of TORs.
Skills & Requirements:
1. At least 3 years of relevant work experience in capacity building of national and international organizations.
2. Subject specific experience and higher education at least masters degree in disaster management or emergency management or social sciences or earth sciences or environmental sciences (Curriculum Vitae of the team members should be annexed with the proposals).
3. Willingness and physical fitness to work in conflict environment.
4. Ability to work in traditional, and remote social system
5. Good communication, report-writing and presentation/training skills
6. Understanding of and practical experience with community participatory approaches (where applicable)
7. Exposure to related field activities
8. Experience with working in a team.
