Learning Hub Terms of Reference Development Consultant
Mott MacDonald is looking for a consultant or a company to help the Skills 4 Employment programme in Mozambique (also known as JOBA). The goal of this position is the draft of a Terms of Reference (ToR) for the procurement of a service to create a Learning Hub Platform.
What will you be doing?
The main objective of the assignment is to contribute to the organizational development of the Mozambican Association of Private Professional Education (AMEPP) by supporting the service provision to its members.
Specifically, this objective will be met through:
* Supporting AMEPP to develop robust Terms of Reference, in support of transparent procurement procedures.
* Providing the DFID-funded JOBA Learning Fund with solid evidence of whether the investment:
o Responds to specific demands from/needs of training providers;
o Is relevant to the technological and administrative capacity of AMEPP and its member organisations;
o Is sustainable beyond the life of JOBA;
o Provides good value for money for JOBA and AMEPP.
The task must be completed within a maximum of 18 days, between December 2019 and March 2020, following the schedule set out in the Terms of Reference.
The required qualifications are:
* Degree in Information and Communication Technologies or a related area;
* At least 5 years of proven experience in providing consulting services in ICT;
* At least 5 years of proven experience in web systems development and / or management (blogs, websites, etc.);
* At least 5 years of proven experience in designing information portals and database construction;
* At least 7 years of proven experience in conducting research and the use of market research methods;
* Knowledge of TVET is considered an advantage;
* Fluency in English and Portuguese, spoken and written.
Purpose of the role
In January 2018, AMEPP proposed an activity which had the objective to unify the action of non-state training institutions, guaranteeing coordinated forms of action and the improvement of quality services through the creation of a platform called Learning Hub.
The Learning Hub is a digital platform where AMEPP members and other stakeholders (non-state training institutions, students and the private sector) can interact in aspects related to vocational training.
