Consultant - Women’s Economic Empowerment Study

Objective of the Programme

DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UKaid-funded Enterprise Partners (EP)and Women’s Entrepreneurship Development Programme (WEDP) which aim to support and transform the private sector and Ethiopia’s continued economic growth over the next 6 years with a total project budget of almost £70 million.

EP is utilising the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes. The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.

The EP pillars are:

  • The Finance Group is expected to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment.
  • The Agro-Industrial Group is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment.

DFID is also funding the technical assistance component of a separate World Bank programme as the third main pillar, the Women’s Entrepreneurship Development Programme (WEDP). The objective of the WEDP is to increase the earnings and employment of micro and small enterprises (MSEs), owned or partly owned by female entrepreneurs in targeted cities.

Scope of Work

The detailed study is expected to uncover different barriers of WEE and stock-taking of the major gender issues in formal employment opportunity in the Industrial parks through the application of M4P in Ethiopia. It will examine women conditions and positions, trends in the labour markets and obstacles to women’s economic empowerment, particularly in Industrial parks for Garments and Leather sector. It will identify different gender support services relevant in Ethiopian context (taking learning from other countries), lay out the business case for these services and propose an implementation plan.

Duties and Responsibilities

  • The selected consultant will need to carry out the study and cover the following key areas: -
  • Document key systemic constraints /obstacles and their underlying causes to women economic empowerment in the formal employment within the context of industrial zones development in EP sectoral priorities i.e garments and leather.
  • Map the trends on women participation, labour migrations (local and international), their potential impacts and costs to poor women on existing employers (especially women dominated ones); to women and society at large.
  • Identify the necessary and viable support services that sustainably engage and benefits women workers in the current industry- led growth and transformation plan, potentially reduce women’s vulnerability to economic and related shocks along their life cycles.
  • Identify business cases for potential support services, new norms or standards proposed based on Ethiopian context and international best practices that certify businesses that adhere to equality standards in the workplace.
  • Identify the necessary institutional norms, rules, standards, policy framework or directives that are exiting or lacking for strategically move the women economic empowerment beyond the rhetoric, and that could sustainably engage and benefits women and investors as part of business models.
  • Develop and propose to EP strategic interventions that could be piloted in short-term (within a year), medium terms (2-3 years) and long-terms with the right private and/or public actors.
  • The detailed Terms of Reference includes a number of questions that would be expected to have answers to or be addressed within the final study report.

Qualifications

  • Have M.Sc degree in economics, development, business, financial and management or related areas and a minimum of 10 year relevant experience.
  • Strong practical experience on gender, social and cultural inclusion as part of program analysis and design.
  • Specific experience of working on manufacturing labour market esp. related to industrial parks.
  • Knowledge and experience in M4P approach
