Job Description

The Cambodia-Australia Technical Assistance Facility is an AusAID funded program developed as a flexible mechanism to support critical elements of the Royal Government of Cambodia?s governance reform agenda.

The program is seeking to hire qualified firms/consultants to support the Sub-Steering Committee for Trade Facilitation, under the Steering Committee for Private Sector Development (SCPSD) of Cambodia. The job requires 2 separate inputs over a 3 month period.

Duties and Responsibilities:

  • Specialist support to the Customs and Excise Department (CED), Camcontrol and other relevant Government agencies to develop Inter-Agency Agreements and Standard Operating Procedures (SOPs) required by the Sub-Decree No. 21;
  • Create and help implement an awareness program to optimize inter-departmental and inter-agency cooperation and coordination on Risk Management matters;
  • Develop and deliver a program to prepare officials of the Risk Management Office (RMO) to take up their positions;
  • Develop and deliver specialist programs for RMO staff. These could include, but not limited to, data capture, analysis and dissemination, intelligence/risk/ compliance management, operational and strategic planning and inter-agency liaison;
  • Design and facilitate a program to prepare Regional Risk Management Liaison officers to fulfill their obligations.

Qualification and Experiences:

  • Tertiary education qualifications in relevant field;
  • Extensive experience in the management of customs administration at a senior level, especially in reform of systems and procedures;
  • Extensive detailed experience in implementing risk-based compliance in a modern customs service or related government service dealing with inspection and clearance of cargo;
  • Working knowledge of World Customs Organisation instruments and programs related to Customs Procedures and Trade Facilitation;
  • Broad understanding of specific aspects of customs administration, particularly post-entry and post-clearance audit, compliance management and risk management;
  • Experience in designing and delivery of human resource development programs, particularly the delivery of workshops designed to achieve practical strategic outcomes;
  • Work experience in Cambodia or other parts of SE Asia.
