A. Background:
Chance for Children (CFC) is a non-profit organisation dedicated to giving street children in Ghana a brighter future. For the past 26 years, CFC has been striving to ensure that street children are safe, educated, healthy, and equipped for life. Currently, CFC serves over 4,500 street children annually and aims to expand its reach to 7,000 by 2030. CFC operates in eight locations and runs several programmes focused on child protection and youth empowerment. CFC seeks to establish a strong nationwide presence, become a trusted voice and key player in the sector, raise awareness, amplify the voices of street children, and unite partners to create a larger, lasting impact.
As part of this journey, CFC recognises the importance of strengthening its internal systems, structures, and human capacities. To this end, the organisation is seeking a qualified consultant to develop a comprehensive Capacity Building Framework to support its strategic capacity-building efforts.
B. Objectives of the Consultancy
The objective of this consultancy is to conduct an organisational capacity needs assessment and develop a comprehensive Capacity
Building Framework for Chance for Children. The framework will assess existing capacities at the individual, organisational and system levels.
C. Scope of Work:
The main services to be undertaken by the consultant are:
a) Assess current organisational capacity and identify gaps.
b) Provide recommendations to address identified gaps, weaknesses, and suggest best practices
for improvement in the capacity areas identified
c) Develop a comprehensive Capacity Building Framework that includes:
i. Situational analysis of current capacities.
ii. Identification of capacity gaps
iii. A clear roadmap for capacity development roadmap
iv. Proposed mechanisms for monitoring progress and evaluating results
D. Expected Deliverables:
The consultant will be responsible for:
a) Producing an Inception Report detailing the:
i. Methodology to be used for assessment
ii. Assessment tool
iii. A detailed work plan
b) Capacity Assessment Report – outlining strengths, gaps, and recommendations.
c) Capacity Framework – for implementation and monitoring.
d) Draft Report and make a presentation for review by Management for feedback
e) Final Consultancy Report – incorporating all feedback, next steps and approved by CFC Management.
E. Duration and Location
Initial engagement of 10 working days in December 2025. A detailed work plan with timelines will be developed by the consultant during the inception phase.
Remote or hybrid. No specific country requirement, but availability for virtual collaboration is essential.
F. Required Expertise:
· At least 7 years of proven experience in organisational capacity development, human resource development and strategy, institutional
strengthening, preferably within the nonprofit or development sectors.
· Strong understanding of strategic planning, change management, and participatory facilitation.
· Excellent communication and interpersonal skills.
· Cultural and contextual awareness. Familiarity with child protection and social development issues in Ghana is an advantage.
G. Reporting
The consultant will report to the Executive Director and will work closely with the Director of Operations and other relevant staff.
H. Expression of Interest
Interested consultants or firms are invited to submit the following documents:
· A brief technical proposal outlining the understanding of the assignment, proposed methodology and work plan.
· A financial proposal detailing the consultancy fees and any other related costs.
· A CV or organisational profile highlighting relevant experience and qualifications.
· At least two (2) samples of similar work completed (e.g. frameworks, assessments or strategic documents).
