The Ministry of Justice has received financing from the World Bank toward the cost of Euros 110.0 million, and intends to apply part of the proceeds for consulting services.
The services include: *
• Execution and delivery of architectural and structural design necessary to ensure capital repairs, strengthening, restoration, reinforcement, rehabilitation and extension of functional space or construction of the new building, in accordance with the quality and standards applicable • Technical Assistance services to ensure that the rehabilitation of existing court buildings or the construction of the new court building are carried out by the Construction Contractor(s) in conformity with the drawings, schedules, technical specifications and Bill’s of Quantities prepared by the Consultant and approved by the Client
The consulting services for the development of technical designs are required for the following court buildings: • Prahova Tribunal • Oradea Palace of Justice • Cluj Tribunal • Turda Palace of Justice • Iasi Palace of Justice
The consulting services will be subject to five individual contracts, one for each court building. The Ministry of Justice invites interested Consultants to express their interest for one or more of the five assignments as they consider appropriate. The selection of the Consultants will be done separately for each assignment.
1. Prahova Tribunal
The objective of the assignment is to provide consultancy services for the design and construction supervision of the reinforcement and rehabilitation of the Prahova Tribunal. It is expected that the consultancy team will cover the following area of expertise providing evidence of previous experience in at least three relevant projects, including working experience in Romania: • Expertise in Architectural design with focus on public institutions, civil works and installation • Expertise in historical monuments restoration field • Experience in construction, installation (electrical, mechanical, HVAC and plumbing), structural, finishing design, bill of quantities etc. and in project management with knowledge of relevant Romanian law in force • Expertise in the latest standards for environmental designs and seismic methodologies for public building • Experience in Eastern Europe and with Bank-funded projects is considered an advantage
2. Oradea Palace of Justice
The objective of the assignment is to provide consultancy services for the design and construction supervision of capital repairs, strengthening, restoration and extension of the Oradea Palace of Justice.
It is expected that the consultancy team will cover the following area of expertise providing evidence of previous experience in at least three relevant projects, including working experience in Romania: —Expertise in Architectural design with focus on public institutions, civil works and installation —Expertise in historical monuments restoration field —Experience in construction, installation (electrical, mechanical, HVAC and plumbing), structural, finishing design, bill of quantities etc. and in project management with knowledge of relevant Romanian law in force —Expertise in the latest standards for environmental designs and seismic methodologies for public building —Experience in Eastern Europe and with Bank-funded projects is considered an advantage.
3. Cluj Tribunal – Extension and creation of underground parking
The objective of the assignment is to provide consultancy services for the design and construction supervision of an extension (with possible underground parking) to the Cluj Tribunal.
It is expected that the consultancy team will cover the following area of expertise providing evidence of previous experience in at least 3 relevant projects, including working experience in Romania: • Expertise in Architectural design with focus on public institutions, civil works and installation • Expertise in historical monuments restoration field • Experience in construction, installation (electrical, mechanical, HVAC and plumbing), structural, finishing design, bill of quantities etc. and in project management with knowledge of relevant Romanian law in force • Expertise in the latest standards for environmental designs and seismic methodologies for public building • Experience in Eastern Europe and with Bank-funded projects is considered an advantage.
4. Turda Palace of Justice
The objective of the assignment is to provide consultancy services for the design and construction supervision of the rearrangement and systemization of the Turda Palace of Justice. It is expected that the consultancy team will cover the following area of expertise providing evidence of previous experience in at least three relevant projects, including working experience in Romania: • Expertise in Architectural design with focus on public institutions, civil works and installation • Experience in construction, installation (electrical, mechanical, HVAC and plumbing), structural, finishing design, bill of quantities etc. and in project management with knowledge of relevant Romanian law in force; • Expertise in the latest standards for environmental designs and seismic methodologies for public building; • Experience in Eastern Europe and with Bank-funded projects is considered an advantage.
5. Iasi Palace of Justice
The objective of the assignment is to provide consultancy services for the design and construction supervision for Iasi Palace of Justice (new building).
It is expected that the consultancy team will cover the following area of expertise providing evidence of previous experience in at least threee relevant projects, including working experience in Romania: • Expertise in Architectural design with focus on public institutions, civil works and installation • Experience in construction, installation (electrical, mechanical, HVAC and plumbing), structural, finishing design, bill of quantities etc. and in project management with knowledge of relevant Romanian law in force • Expertise in the latest standards for environmental designs and seismic methodologies for public building • Experience in Eastern Europe and with Bank-funded projects is considered an advantage
The Ministry of Justice through the Department for Implementation of Externally Financed Projects, now invites eligible Consultants to indicate their interest in providing the services. The Consultants may express their interest in performing the design services for each of the above mentioned locations as they consider appropriate. Interested Consultants who chooses to express their interest in providing the design services for more than one location must include information indicating that they have enough resources for this purpose.
Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in the last five years, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The association may take form of a joint venture or sub-consultancy. Interested Consultants should clearly indicate the structure of their association and the duties of the partners and sub-consultants in their application.
A Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
