Job Description

In 2016, as a response to the growing youth unemployment and the correlating challenges on the African Continent, the African Union Commission (AUC) and the German Federal Ministry for Economic Cooperation and Development (BMZ) initiated the Skills Initiative for Africa (SIFA). SIFA is implemented by the African Union Development Agency (AUDA-NEPAD) supported by GIZ (SIFA TC) and KfW (SIFA FC). As part of the SIFA FC, a Financing Facility was set up with funding from the German Government and co-financed by the European Union,
designed to support innovative skills development approaches in Technical and Vocational Education and Training (TVET). The Finance Facility has established three Funding Windows, where Funding Window III (FW3 – “Innovation Window”) serves to finance smaller, innovative (pilot) projects for technical or didactical interventions that are suitable to foster innovation in TVET.

Requested Consultant services: An independent consultant shall support KfW in monitoring the achievement of milestones and impacts of the FW3. The Monitoring Consultant (MC)” will be selected and contracted by KfW to support a timely monitoring, adequate reporting and evaluation of the EU funded activities. Considering the broad and substantial scope of 25 projects in 8 countries, the support in monitoring the achievement of milestones and impacts is needed to ensure the ambitious objectives regarding the EU funded projects.

The scope of work shall include:

  1. Support the KfW sector team Frankfurt in the management and implementation of FW 3 by providing professional advice (including the review of documents, monitoring activities etc.).
  2. Act as KfW’s local focal person for the FW 3 (in consultation with KfW Frankfurt and the respective KfW Office Director in the partner countries).

The underlying duration of the Consultant’s assignment is estimated at up to 18 months.
