JOB PURPOSE
IntraHealth seeks a qualified candidate for the position of Contract Manager for the upcoming Global Health Risk and Capacity (GHRC) Mechanism, USAID-funded global project. The goal of GHRC is to provide partners and Missions’ the support they need for success in working directly with local organizations across USAID/Global Health’s portfolio, building on the successes and lessons learned from PEPFAR’s local partner transition as well as other localization efforts across the agency. This position will provide effective and efficient contracts management and administration for the project as well as local entities and governments to achieve the GHRC four objectives: 1) Partner Risk and Health Assessments, 2) Risk Mitigation and Capacity Development for Health Programs, 3) Monitoring, Evaluation and Data Quality Assurance, 4) Staff Support for Managing Local Awards. They will ensure regulatory compliance, assessment and mitigation of business risks, and enforcement of IntraHealth’ s policies and procedures and USAID’s rules and regulations. They will also serve as a technical resource to the project in interpreting donor rules and regulations and contribute to contractual discussions and negotiations with missions for country buy-ins. In addition, they will work closely with the Chief of Party and Capacity Development Director to contribute to the overall GHRC project management and administration and provide expert support to subgrant administration, contracting, and procurement activities.
RESPONSIBILITIES
Contract Management
- Responsible for overall administration of GHRC contract and all subcontracts.
- Ensure GHRC is compliant with USG rules and regulations, IntraHealth’s policies, legal requirements, and USAID’s specifications at sub-contract level.
- Responsible for processing USAID prior approval for subcontracting, work orders modification and consultant hiring, international travel
- Review subcontract agreements and modifications, purchase requisition, consulting agreement,
- Responsible for monitoring sub-contractors contractual compliance, cost as well as deliverables
- Champion contract policy and procedure revisions and process improvement
- Ensure efficient, effective and complaint performance during the entire contract lifecycle including interpretations of contractual requirements, risk mitigation and management, change management and conflict resolution
- Provide guidance to project/program managers to ensure contractual compliance
- Ensure maintenance of appropriate information and documentation related to USAID contracts
- Review and negotiate non-disclosure agreements (NDAs), teaming agreements (TAs) and subcontract agreements
- Raise all potential contract compliance issues to COP and CFO
Capacity Building
- Provide capacity building training and oversight to Capacity Advisors providing support to local NGOs and host country government on contract management
- Identify and contract with experts with extensive experience with public sector reform to be able to advise and assess risk at an appropriate level and provide risk mitigation and/or monitoring of risk mitigation measures for various levels of partner government entities.
- Identify and contract local experts with extensive experience in NGO management to conduct organizational assessments, develop and implement Capacity Development Plans.
RELEVANT EXPERIENCE AND REQUIREMENTS
- Masters’ degree in Business Administration or other related field.
- At least eight (8) years USAID contract management experience leading and supervising contractual compliance requirements for USAID
- Strong knowledge and understanding of USG contract types: Cost Reimbursement, Cost-Plus-Fixed Fee, Firm-Fixed Price and Time & Materials
- At least two (2) years supervisory experience.
- Working knowledge and understanding of USAID’s rules and regulations
- Demonstrated knowledge and understanding of FAR and AIDAR, particularly 2 CFR 200.
- Highly effective administration skills including computing, word processing and internet use.
- Excellent English communication skills (both written and oral).
- Extensive background in the areas of NGOs contract and grant management
- Proven understanding of awards management cycle.
- Experience in managing Subcontract under USAID funds including facilitating prior approvals, subaward reporting, risk assessment, risk mitigation, documentation requirements and other actions needed under USAID funded projects.
- Experience working within complex networks and addressing issues of internal management, dispute resolution, and fair and transparent decision-making.
- Excellent inter-personal skills and ability to interact with a wide variety of people, cultures, situations, and languages, both independently as a member of a collaborative team
