Responsibilities
Position Title: Contracts Manager
Reports to: Senior Management Staff Member
Position Description: This is a Full-time Exempt position

ESSENTIAL JOB DUTIES

  • Develop acquisition/procurement packages and related documentation such as Statements of Work, evaluation criteria, market research, cost analysis, justifications, and approvals.
  • Provide contract management support and monitoring of contracts.
  • Manage the full procurement-cycle from design, award to management.
  • Track contract-budget related data via spreadsheets.
  • Manage contracts, pricing and administrative staff.
  • Work within government guidance and project management standards to provide guidance and support to home office and field staff.
  • Review RFP for cost questions.
  • Prepare cost/business proposals.
  • Create budget narratives as required by the RFP.
  • Advise the management on cost strategy on different types of proposals.
  • Review and manage CPARS.
  • Mentor/ Train contracts and pricing department staff and to be successful at performing duties and tasks.
  • Establish and preserve strong relationships with internal and external correspondents.

Additional Duties/Tasks and Responsibilities

  • Attend management meetings and contribute to work flow management.
  • Educate company staff on contracts and pricing related issues.
  • Any other duties as assigned.

Qualifications
Required Knowledge, Skills and Abilities:

  • S. government contract work experience.
  • Must be able to meet with technical staff and elicit their requirements to develop related acquisition documents.
  • Ability to effectively support preparation of budget offers, pipeline analyses, and proposal modifications.
  • Experience working in an integrated team environment; able to operate independently as well as part of a team.
  • Must be familiar with the Federal Acquisition Regulations (FAR), the Defense Federal Acquisition Regulations Supplement (DFARS).
  • Experience with developing acquisition policy, executing contract acquisition packages and do the acquisition management process.
  • Excellent writing and editing skills.
  • Self-starter and well organized.

Minimum Requirements:

  • Bachelor’s degree in any of the following disciplines: business administration, management, accounting, law, or related field preferred.
  • At least five (5) years of progressive experience in USAID project and contracts management and USAID proposal cost and budget development preferred.
  • Comprehensive knowledge of U.S. Government service-type cost reimbursable, T&M, and fixed price contracts and grants management.

Working Conditions: Work is performed in a typical corporate office environment.
Physical Requirements: Ability to lift up to twenty five pounds.
