This position is situated in UNICEF’s Supply Division in Copenhagen. Supplies are essential to fulfill children’s rights. Supporting child survival and development programmes around the world, UNICEF-procured supplies are critical in providing for children’s health, education and protecting them from abuse, exploitation, and neglect. UNICEF procures and supplies over 5,000 products to address the needs of children.

The position as Contracts Manager is located in the Malaria Prevention and Diagnostics Unit within the Health Technology Centre. The unit is responsible for the global procurement of Long lasting Insecticides nets (LLINs) and broad range of in vitro medical devices including clinical laboratory items and rapid diagnostics products for different diseases such as (HIV, Malaria , HPV , HCV etc.)

Key responsibilities will be:

  • Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.
  • Review requirements to ensure and competitive qualities, identifies priority activities and assignments; adjusts priorities as required, develops clear goals and resources for completing work.
  • Undertakes Market research; Solicits and evaluate bids/proposals/quotations to ensure overall competitiveness, quality and conformity to specified requirements, clarifies offers and negotiates with suppliers, as appropriate.
  • Compiles and present procurement data related to COVID-19 Diagnostics, manages the communication with country offices and PS partners related to ongoing procurement / unmet requirements when needed.
  • Prepare all relevant supporting documents and recommend approval of the Long-Term Arrangements (LTA) or purchase order; may authorise purposes in line with delegated authority, and, in cases where the amount exceeds authorised signature authority, prepare submissions to the Contract Review Committee.
  • Reviews workload and coordinates placement of Purchase Orders and PS cost estimates to ensure quick response to requests received from Country Offices and Procurement Services partners. Coordinate timely delivery of consignment.
  • Updates all communication related to COVID-Diagnostics such as Supply notes, and guidance notes when needed.
  • Works in close contact with the other Business Centres in Supply Division, ie. Procurement Services, Warehouse and Logistics Centre, Quality Assurance
  • Centre and Finance to ensure successful implementation of the COVID Diagnostics procurement cycle.
  • In partnership with QA and Shipping, evaluates suppliers with respect to delivery performance, product acceptability and commercial acceptability.
  • Any other duties or assignments as requested by the supervisor.
  • This job profile contribute to UNICEF SD ensuring effective and efficient planning, development, and procurement strategies for commodities; including contract implementation and management, monitoring suppliers’ performance, worldwide market research, and long term procurement planning in order to achieve the most cost effective means of procurement.

Required:

  • A completed Advanced University Degree (Master’s Degree) in business administration, commerce or law or technical field.
  • Minimum eight years of progressively responsible professional experience including at least three at the international level on the field of the designated center.
  • Experience in commercial activities with the public or private sector in developing and industrialised countries.
  • Experience with worldwide procurement, contract negotiations, combined with broader economic knowledge.
  • Fluency in English.

Desired:

  • Knowledge of another UN language (Arabic, Chinese, French, Russian or Spanish)

To respond to the increased demand from countries seeking COVID-19 Diagnostics commodities through UNICEF, the Malaria Prevention & Diagnostics Unit (MPD) within the Health Technology Centre (HTC) is seeking surge support capacity with specific reference to emergency response requirements following the COVID-19 Outbreak.

Under the general guidance of the Malaria Prevention & Diagnostics Unit Contracts Manager, the incumbent is expected to lead the procurement of the Diagnostics segment of COVID-19 Outbreak response commodities in accordance with UNICEF Rules and Regulations and to participate in planning, sourcing, development and execution of procurement of COVID-19 Outbreak response diagnostics commodities, including coordination of ongoing procurement activities on behalf of the WHO-led Diagnostics and other projects, to support and ensure an uninterrupted, sustainable supply of affordable, quality diagnostics products.
