OBJECTIVES OF THE PROGRAMME :

The objectives of the Programme are to

1) Coordinate Knowledge Management and Information Technology activities in the Regional Office, to strengthen national and regional capacity in health information management, collection, processing, production, dissemination and quality control;
2) Coordinate the formulation of policies and work of the Regional Office for application of information and communication technology in healthcare delivery;
3) Coordinate EMRO publishing and dissemination programme including translation, editing, printing, quality control, and WHO Arabic Programme;
4) Support to e-health applications (telemedicine, geographic information systems, electronic publishing, electronic health records, health information systems, databases management and health on the Internet) at the Regional Office, country offices and member states including human resources development, provision of ICT infrastructure, needs assessment, networking and resource sharing and application development and maintenance.

Description of duties:

Under the guidance of the Assistant Regional Director the incumbent will:

1) Coordinate, lead and manage the regional strategy and implement policies for health and biomedical information management and information and communication technology including policy development, advice to regional director and regional cabinet, implementing of plans of action;
2) Coordinate, lead and manage the regional programme for information production, translation, editing, publishing, quality control, design and dissemination in a comprehensive and integrated nature to ensure high quality and sustainability of EMRO serial publications, documents, reports, technical series in both printed and electronic formats;
3) Coordinate electronic data management services and systems across the Regional Office and work with EMRO divisions, units and field offices to ensure implementation of an integrated approach for computerization of disease surveillance and advice health data specialists in the Regional Office and member states;
4) Be responsible for the management of the Regional Office Health Information Centre including health literature and library services, networking and resource sharing, computing and telecommunication services, distribution and sales of information products. He/she will support Member States in the development, implementation and monitoring of national plans, policies and systems for management of health information resources and information technology for health applications;
5) Lead programmes to develop national and regional capacity in knowledge management and health information technology and telecommunication;
6) Provides technical guidance and builds consensus on information and e-health policy issues including telemedicine, electronic publishing, electronic health records, health information systems, internet and intranet resource, geographic information systems, database development, decision support systems and electronic libraries to governments, nongovernmental organizations, academic and research institutions and other regional organizations;
7) Coordinate the development of advisory approaches and information to assist in formulating effective health information policies, e-health codes of ethics, guidelines and procedures;
8) Coordinate initiation, implementation and follow up on research, training programmes and communications campaigns to promote information culture, literacy and skills and assessment of information needs;
9) Collaborate with other regional advisors in the areas of health management, health development.

REQUIRED QUALIFICATIONS

Education:

Advanced university degree in information, computer science and technology or related field.

Degree or equivalent training in computer-based library and information systems.

Broad knowledge of health information management and computer-based information systems, in-depth knowledge and skills in development and evaluation of health information systems, in managing large health information systems, skills in needs assessment. Ability to write clear and concise reports, training and communications skills, strong leadership skills.

Experience:

At least 10 -15 years of national and international experience in health information management and management of information technology and telecommunication services in senior positions.

Extensive experience in reviewing country situation in the area of national health Information systems. Previous experience in a related work in WHO or any other UN agency or other international organization.

Languages:

Excellent knowledge of spoken and written English. Knowledge of Arabic and French is an asset.

Additional Information:

A written test may be used as a form of screening.

Annual salary: (Net of tax)
US$ 89 129 at single rate
US$ 96 427 with primary dependants

Post Adjustment: 35 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
