Manage an HIV/AIDS prevention, care and support program, with particular emphasis on community level interventions that cover areas such as prevention of mother to child transmission (PMTCT), orphans and vulnerable children (OVC), provision of quality palliative care in home-based care setting, and testing and counseling. Crosscutting elements of the program are building organizational capacity and effectively administering sub-grants to community, faith-based, and non-governmental organizations (CBO/NGO/FBO) subject to the availability of funds.
The candidate should have in-depth knowledge of and a proven track record in working successfully with CBO/NGO/FBO partners, host-country counterparts, Ministries, and multi-lateral organizations. The candidate should be qualified to manage major governmental HIV/AIDS funding sources such as the U.S.G. President?s Emergency Plan for AIDS Relief (Emergency Plan), USAID, the Global Fund, other government agencies, private foundations, and corporations.
Job Responsibilities:
Grants management ? Administering Annual Program Statements (APS) and other grant mechanisms supporting USAID/Malawi?s HIV/AIDS program: This includes assuming management of the APS process which encompasses soliciting, reviewing, awarding sub-grants and managing new partners; and ensuring proper monitoring, evaluation, and reporting of grantee results. The grant management program will operate under the leadership of a program technical review committee convened by the COP. USAID/Malawi and Pact anticipate managing a portfolio of competitively selected grants totaling $2 to 3 million per year.
Organizational and technical development and capacity building for grantees ? Developing and implementing an organizational strengthening component that increases grantee capacities to monitor, evaluate, deliver and report on services, and that will support their sustainability. ? Identifying and responding to grantee technical assistance needs.
Coordination and collaboration with ? The COP will ensure strong cooperation and collaboration with other USG partners, USAID/Malawi, National AIDS Commission, The Government of Malawi, and other HIV/AIDS partners. ? Coordinate and collaborate with USAID?s Health Team in Malawi and Pact?s Africa regional staff.
Program management and oversight ? Program and financial planning, monitoring, evaluation, and reporting ? Develop and set-up administrative and financial operations to support international and local NGOs and the project. ? Recruitment, supervision, guidance and support of Malawi staff. ? Submit timely progress and financial reports to USAID and Pact headquarters. ? Set-up financial and monitoring systems for reporting to Pact HQ and USAID Mission. ? Perform other duties, as assigned.
Qualifications
? In depth knowledge of USAID regulations, systems and procedures for managing complex grants programs with many sites, partners and customers is mandatory. ? Strong program/grants management, financial, audit and computers skills are mandatory, as are strong written and oral communications skills. ? Knowledge of all aspects of community-based HIV/AIDS programming with a special focus on HIV/AIDS in Malawi including prevention of HIV transmission; PMTCT; improving access to voluntary counseling and testing; treatment of AIDS and associated conditions; care and support for AIDS orphans and other vulnerable children; HIV infected individuals (including palliative care) and their affected families; community mobilization and mitigation in resource-constrained countries. ? Proven skills in building organizational capacity in HIV/AIDS and/or program and grants management. ? Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinate with a range of stakeholders and complex priorities. ? Analytical, financial and management skills as well as understanding of government and community dynamics, preferably in Malawi to identify organizations eligible for grants based on pre-determined criteria, and assess their credibility and proposed programs. ? Knowledge of monitoring and evaluation systems.
Mandatory Experience
? Demonstrated experience as a senior manager (a minimum of fifteen years) of complex USAID-funded grants programs is required; minimum of five years prior grant management experience in Southern Africa a plus. ? 10 years experience in managing HIV/AIDS programs and health related projects; community level programming a plus. ? 3 years prior experience in managing HIV/AIDS programs funded under the Emergency Plan (PEPFAR). ? Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, international PVOs, and local CBOs. ? Demonstrated experience with organizational development. ? MPH/MPA/MBA or masters in relevant field.
