Job Description

Background & Rationale

The newly released “Education Sector Analysis (ESA): Methodological Guidelines” present methodologies for the analysis of education systems and policies with the aim of supporting the development of more equitable and efficient education sector plans. The guidelines help Government and development partners at country level for the preparation of an Education Sector Analysis, a new requirement for application to a Program Implementation Grant (PIG) funded by the Global Partnership for Education (GPE).

The guidelines aim to provide government teams with increased autonomy in the process of data collection, analysis and interpretation as they include detailed tools for the interpretation of findings. While government teams responsible for monitoring and planning education policies are the main audience, other users include development partners, research centers and universities. Ultimately, the goal is for these guidelines to encourage greater accountability for better and more equitable education and learning, from the classroom to the halls of policymaking, and for greater effectiveness in the use of public and external resources. They have been developed by more than 25 UNESCO, World Bank, UNICEF, and GPE Secretariat education economists and specialists who have been providing technical support to government teams during the last 15 years.

The guidelines include two volumes. Volume 1 covers six sector-wide chapters: context; access; costs and financing; quality, system capacity and management; external efficiency; and equity. Volume 2 has a sub-sector focus: early childhood development, higher education, literacy and non-formal education, and technical and vocational education and training.

They are available in English and French. A draft translation exist in Spanish and Portuguese. Volume 1 includes approximately 150,000 words and Volume 2 includes approximately 115,000 words.

Purpose

The consultant will serve as copy-editor of the Word version and proof-reader of the pdf version in Portuguese. It includes correcting internal formatting inconsistencies and checking and correcting consistency with the English or French version.

Expected results: (measurable results)

The following results are expected by the end of the consultancy:

  • Volume 1 of the guidelines in Portuguese is finalized
  • Volume 2 of the guidelines in Portuguese is finalized

Key competences, technical background, and experience required Deadline

  • Bachelor’s degree in Language/Translation, Communication, Social sciences, Economics, Statistics or a related field.
  • At least 3 years of experience (at least junior-level experience) in copy-editing/proof-reading in Portuguese and/or in translation from English or French into Portuguese.
  • Proven record in in copy-editing/proof-reading or translation of analytical/economical/statistical documents.
  • Proven familiarity with terms related to education in Portuguese
