Organizational Setting
The post is located in the Office of the Assistant Director General (ADG) for the Administration, Finance and Management Sector (AFMS), who also serves as the Secretary to WIPO’s governing bodies, and oversees WIPO’s business continuity. The Sector delivers key operational functions, including the information technology and data platforms underpinning WIPO’s operations and services, driving multilingualism across WIPO, including translation and interpretation services, finance and procurement, and oversight of WIPO’s premises, including security and knowledge management.
Purpose Statement
The AFMS Sector is one of WIPO’s largest, managing a diverse set of topics and issues. The incumbent will be the senior officer responsible for advising and supporting the ADG, on the work of AFMS, crisis management and the management of WIPO’s governing bodies and other issues. The incumbent will need to be comfortable working on a diverse range of issues, some of which are high profile and/or sensitive, and will be confident engaging with a range of senior internal and external interlocutors, including the Director General, Ambassadors and delegates of Member States and senior colleagues in other UN common system organizations.
Reporting Lines
The incumbent works under the supervision of the ADG for AFMS.
Duties and Responsibilities
The incumbent will perform the following principal duties:
a. Provide strategic advice to the ADG on specific policy and organizational issues as required.
b. Prepare and review a diverse range of documents and communications on behalf of the ADG.
c. Ensure impactful and timely internal and external communications, within AFMS and/or on AFMS/institutional and governance issues, working closely with WIPO’s media team.
d. Advise the ADG on effective communication and engagement with Member States and other major stakeholders, including on institutional and governance issues, and preparing briefing as necessary.
e. Support the ADG as part of the core team in delivering successful high level and governing body meetings, including future Ministerial Forums, Diplomatic Conferences and the WIPO Assemblies, working closely with counterparts in the Diplomatic Engagement and Assemblies Affairs Division and the Office of the Legal Counsel.
f. Liaise with Sector Leads and managers across the substantive sectors to ensure that the ADG is appropriately briefed for all internal and external meetings and that he is kept informed on developments that require his attention.
g. Represent the ADG at internal and external meetings as necessary, including senior-level UN common system meetings.
h. Ensure the effective coordination of activities, projects and initiatives across the Sector.
i. Supervise the employees assigned to the Office of the ADG.
j. Perform other administrative, representational and organizational tasks and related duties, as and when required.
Requirements
Education (Essential)
Advanced university degree in Law, Public or Business Administration, International Relations, Economics, Social Sciences, Development or a related discipline. A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced university degree.
Experience (Essential)
At least seven years of relevant professional experience, including in the areas of international diplomacy, policy advice and strategic planning.
Experience (Desirable)
Experience of working with senior management or in a front office environment.
Language (Essential)
An excellent knowledge of spoken and written English.
Language (Desirable)
Knowledge of another UN language.
