Role Summary

TBI is looking to hire an exceptional Country Director to lead a team in an Eastern Caribbean state, supporting an ambitious transformation agenda. We are looking for an enthusiastic and strong candidate to support our clients in delivering the actions required to reform and evolve government with science and technology at its heart.

The Country Director will serve as TBI’s lead representative in said Eastern Caribbean state, managing a strategic partnership with the Prime Minister and delivering high-impact advisory support to advance national development priorities. The role focuses on strengthening centre-of-government delivery, helping to drive transformational projects, and mobilising internal and external expertise to achieve sustained impact. This includes direct engagement with government leaders, strategic coordination, public policy advice, problem-solving, and oversight of TBI’s workstreams and staff in the country.

The role will also require working closely with senior political leaders and government officials and will be responsible for establishing and nurturing relevant stakeholder relationships within the private sector and development partners.

This role requires an exceptional candidate with relevant expertise, and who ideally has experience of working with small states. The person will be based in-country full-time on a 1-year contract, with likelihood of extension.

Key Responsibilities

Overall, the Country Director will provide day-to-day advisory support directly to government leaders and their team. The ideal candidate will bring high-level political acuity, ensure continual coordination and discipline across government to maintain strategic focus, careful alignment of policies and resources so that the most transformative initiatives are prioritized, and identification of delivery approaches that can rapidly and radically scale the impacts achieved.

The Country Director will have the following accountabilities and responsibilities:

Client relationship and management

  • Build and maintain a trusted relationship with the Prime Minister through regular meetings and relevant policy briefings.
  • Manage the institutional relationship with the Government via the Prime Minister and Cabinet Secretary, including agreement on project scope, funding, payments, and delivery targets.
  • Deliver high-quality, politically astute advice and problem-solving support on complex policy reform and delivery challenges.
  • Provide direct advice, constructive challenge and support to Ministers and senior officials to ensure alignment, coherence, and effective implementation of priorities.

Strategy and delivery leadership

  • Oversee the evolution of a new delivery mechanism designed by TBI for the Prime Minister’s transformational priorities in the following sectors:
  • Health
  • Skills
  • Housing
  • Energy
  • Provide actionable recommendations to the Prime Minister and Cabinet Secretary on how to optimise delivery systems and TBI’s role within them.
  • Oversee specific sectoral workstreams, particularly in energy and health, facilitating coordination across ministries and convening stakeholders to drive policy clarity and implementation.

Mobilising expertise and partnerships

  • Identify sustainable funding opportunities to ensure the continuation of the country program
  • Leverage TBI’s global network to deploy relevant technical expertise in areas such as infrastructure, energy, public-private partnerships, and digital transformation.
  • Facilitate external partnerships and innovation opportunities—including those involving technology and AI—to accelerate progress on the Government’s reform agenda.
  • Coordinate closely with TBI’s Global Client Solutions team and global experts to bring best-in-class knowledge and tools to bear in-country.

Team leadership and internal coordination

  • Manage a small, high-performing TBI team, ensuring clear objectives, strong performance, and professional development through regular feedback and coaching.
  • Provide direct support to the team on content, stakeholder engagement, and deliverables as needed.
  • Promote a collaborative, motivated, and purpose-driven team culture aligned with TBI’s values.

Delivery oversight and administration

  • Hold final accountability for the quality, timeliness, and scope of all client-facing deliverables.
  • Ensure alignment of projects with government priorities and TBI’s strategic goals.
  • Keep the Regional Director informed on workstream progress, risks, and political dynamics.
  • Lead the development of country-specific protocols, including security, operations, and risk management.
  • Support regional business development, recruitment, and resource planning efforts.

Person Specification

  • At least 10 years of professional experience of which at least 6 years holding an advisory function to senior government clients in country.
  • Proven ability to lead engagement with public sector clients. Experience with small states and appropriately relevant experience with Caribbean countries will be a distinct advantage.
  • An awareness of regional issues and advocacy across CARICOM, and or in other small island states.
  • Demonstrated ability to operate within sensitive political contexts and be attuned to potential areas of conflict or tension. Apply sound judgement in all external engagements on behalf of TBI.
  • Strong experience working in strategy development, particularly experience in management consulting, is highly advantageous.
  • Expertise in a topic and/or function salient to public sector advisory (i.e. public policy, government administration, economic development, digital transformation etc).
  • Ability and experience of effectively manage small-to-mid sized teams comprising a variety of skill sets, nationalities and cultural backgrounds with an ethos focused on team success and genuine motivation for colleagues’ performance, growth and well-being.
  • An ability and experience of working independently, think strategically and produce well-structured client-ready deliverables, including PowerPoint. A hands-on attitude, not shy on rolling sleeves up to support in the development of presentations.
  • Excellent interpersonal and presentational skills; able to quickly establish their credibility with the client.
  • A strong motivation to make a difference.
  • A high level of comfort working in a fast-paced environment and handling multiple diverse workstreams at once while maintaining the ability to prioritise effectively.
  • Strong written communication and executive reporting skills.
  • Fluency in English is required.
