Background

The SCRWM Activity is a five-year project funded by USAID and meant to support effective transboundary cooperation and water management among Azerbaijan, Armenia, and Georgia. This will set an example of successful regional cooperation on shared priorities, mitigating conflicts, and contributing to peacebuilding in the South Caucasus. This project will also concurrently achieve social, economic, environmental, and climate change objectives.

The project will implement three cross-related objectives:

  • Objective 1 - Transboundary environmental and water management networks developed at various levels across the South Caucasus.
  • Objective 2 - South Caucasus stakeholders take a harmonized approach to transboundary water governance.
  • Objective 3 - Communities incentivized by introducing new technologies, approaches, and economic models to rationally use water in a manner that demonstrates the benefits of improved water resource utilization across boundaries.

Purpose of Assignment

The Country Lead/Director will provide strategic and technical leadership across all project objectives and interventions in Armenia. This individual will also coordinate with the two other country directors and the cross-sectoral team, starting with the Senior Transboundary Stakeholder Engagement Advisor, to ensure cross cutting interventions including on-going monitoring, evaluation and learning, communications and reporting, environmental compliance, and Gender Equality and Social Inclusion (GESI).

Principal Duties and Responsibilities

The Country Lead/Director is responsible for the following:

  • Identify and engage relevant stakeholders in the three countries of the South Caucasus on water and environmental issues.
  • Define and promote consistent and frequent communication among those, using formal and informal medias.
  • Organize and facilitate of formal and informal platforms to discuss transboundary water governance issues.
  • Develop and lead the delivery of various types of technical and soft skills to manage disagreements and resolve challenging issues.
  • Facilitate and achieve formal and informal agreements, statements, and letters of intent on transboundary water management interventions or actions.
  • Specify and encourage more effective research and advocacy on environmental and water issues in a regional context.
  • Identify potential areas for transboundary dialogue on water governance.
  • Ensure that SC countries’ water governance practices demonstrate consideration of transboundary/regional issues.
  • Encourage and support increased alignment between SC countries’ water governance practices and with international standards.
  • Foster increased participation of civil society, private sector and academia in overall water governance, from sharing/disseminating data to involvement in water policy and management decision-making.
  • Promote and guide water security improvement processes and interventions at basin, sub-basin, watershed and local levels.
  • Form and strengthen community-level constituencies for water conservation measures and transboundary water management.
  • Identify and select transboundary water resource management sites and interventions to demonstrate benefits of cooperation on water management issues.
  • Empower, and equip communities with the necessary skills and resources to prioritize, implement, and maintain small-scale, community-based water projects, meant to improve shared stewardship of transboundary water resources; enhance quality and quantity of water, particularly of drinking water, in border areas through the introduction of new technologies, approaches, and economic and financial models; and address climate-induced water vulnerabilities.

This individual is essentially the in-country technical lead for all three objectives, serving under the COP, and is expected to drive the technical implementation of the project.

Qualifications:

  • Master’s degree in a discipline related to water resources management, international affairs, international development, political science, Near and Middle-Eastern Studies, or related.
  • Ten (10) years of relevant, senior subject matter expertise experience related to transboundary water governance, including experience with USAID or other international donors, preferably in South Caucasus region.
  • Demonstrated strong leadership roles effectively leading and managing teams developing Water Resource Management programs and interventions in collaboration with local and international experts.
  • Preferably comes with a current professional in-country network in the most relevant ministries and offices, private entities, and non-government organizations in the water/environment sector.

  • Proven ability to lead high-performing teams, creating a strategic vision and leading a team toward achieving results. 
  • High level of technical and analytical skills across multiple aspects of Water Resource Management to effectively develop, guide and adjust activities to achieve the expected results.
  • Proven ability to drive networks and partnerships, including a demonstrated ability to interact effectively and collaborate with a broad range of public and private sector counterparts and other key stakeholders.
  • High level of understanding of how to manage programs in fluid political or conflict-affected environments, working across boundaries and cultures to find common priorities to advance results.
  • Effective communication skills, both oral and written, to support communication with USAID, public and private sector counterparts, and colleagues.
  • Detail-oriented with strong organizational skills
  • Full Professional Proficiency in spoken and written English is required, as well as in Armenian
