Country Manager, Zambia

Operation Eyesight Universal is an international development organization dedicated to eliminating avoidable blindness. Today our work is focused on India and the African countries of Ghana, Kenya, Rwanda and Zambia – places where blindness can be deadly, especially to those who are very young, old or poor.

Scope of the Position:

Operation Eyesight Universal (OEU) seeks a Country Manager to lead our operations in Zambia. Reporting to the Regional Director, Africa, the primary responsibilities for this role include the day-to-day management of the country office and programs; developing and monitoring the implementation of country strategic plans and work plans, preparing and submitting timely reporting on program progress to both the Regional Director and Calgary head office; and identifying opportunities and funding for program expansion. The position requires close cooperation with the Government, NGO partners and donor and other involved international development agencies. Depending on the programs involved, the Country Manager may have responsibility for managing the activities of a number of consultants.

The Country Manager reports to the Regional Director for Africa and collaborates closely with the OEU Africa Regional Office, based in ACCRA, as well as Headquarters staff. The position will require travel within country and some travel around the Africa region and internationally. As with all Africa Region staff, the Country Manager may be called upon to provide assistance to other country offices as needed.

Requirements/Qualifications:

  • Minimum eight (8) years of field experience in international public health programs
  • Minimum of a masters degree in public health, eye health, or a related field
  • Minimum five (5) years demonstrated leadership experience in program development, implementation and evaluation, including strong background in management of large-scale public health programs; preferably with specific experience in management of public eye health programs
  • Excellent oral and written English language skills, including the ability to quickly synthesize complex technical and programmatic issues into concise communications.
  • Experience in, or willingness to learn about eye health programs.
  • Demonstrated ability to manage a professional team in a multi-cultural environment
  • Demonstrated ability to develop and create budgets, monitor financial status, and design and implement workshops, seminars, surveys, monitoring systems and evaluations
  • Proficient in the following computer programs: Microsoft Word, Microsoft PowerPoint, Microsoft Excel and EPI-INFO and be an Internet user
  • Given the nature of the position, a premium will be placed on interpersonal skills
  • Demonstrated successful financial, human resource and administrative management.
  • Demonstrated experience in data collection, analysis and interpretation
  • Demonstrated experience of leading programs that build capacity of local Governmental and non-governmental counterparts
  • Demonstrated ability to undertake high-level representation and advocacy

Key Responsibilities:

  • Designing and developing 3-5 year country and individual partner plans for Zambia in collaboration with all relevant stakeholders
  • Ensuring the smooth implementation of OEU programs in Zambia
  • Managing all project personnel to achieve the stated objectives in program plans, grants and contracts
  • Supporting and providing necessary oversight on all OEU infrastructure projects in collaboration with OEU contractors, partners, and staff
  • Ensuring rigorous and timely program monitoring, evaluation and oversight to ensure a high standard and quality of implementation, timely reporting, grant management, fiscal planning and human resource planning.
  • Contributing to the development of major funding proposals for programs in collaboration with all relevant stakeholders and OEU staff
  • Generating funding from international and bilateral agencies, corporations, and individuals, in consultation with the Fund Development Office to continue and aggressively expand project activities, in response to unmet needs in eye health and development
  • Managing Operation Eyesight’s Zambia partner budgets in accordance with partner plans and in collaboration with all relevant stakeholders and OEU staff
  • Coordinating and providing timely financial and activity reporting on any OEU Zambia office activities in accordance with OEU reporting policies
  • Overseeing the collection and analysis of all quarterly and annual activity, financial and other reports in accordance with OEU policies and in collaboration with OEU Canada Staff
  • Overseeing the timely procurement of equipment and consumables in collaboration with other OEU Offices
  • Ensuring OEU compliance with all national NGO requirements
