The programme in brief:
The Swedish International Development Cooperation Agency, Sida, has awarded a 4-year framework agreement to FCG/Crown Agents for the planning and implementation of a global capacity development programme to support increased deployment of sustainable public procurement (SPP) practices in Sida’s partner countries.
The overall objective of the programme is for SPP to be used as a strategic tool for sustainable development and the achievement of Agenda 2030. The programme is expected to focus on providing hands-on support and mentorship to reform processes linked to SPP, making use of the following working methods:
Examples of change processes include the development of SPP policies, guidelines, standards or other tools, piloting the use of SPP in ongoing procurement processes or adding SPP to the curricula for procurement training programmes.
The design of the programme, including the change processes supported and working methods used differs between countries and partner organisations engaged in the programme. For each regional programme, an inception phase is used to assess needs and propose the strategic change processes, partner organisations, working methods and implementation arrangements for the subsequent regional programme.
The inception phase has just been completed for the Latin America region (Guatemala, Bolivia, Colombia), and we are now seeking a Country Mentor to support implementation of the programme in Guatemala. The person should ideally be based in Guatemala, but also experts residing in the region can be considered.
Implementation is expected to run for 18 months (subject to possible extension), starting in May 2022.

La Agencia Sueca de Cooperación Internacional para el Desarrollo, Asdi, ha otorgado un acuerdo marco de 4 años a FCG/Crown Agents para la planificación e implementación de un programa global de desarrollo de capacidades para apoyar un mayor despliegue de prácticas de contratación pública sostenible (SPP) en los países socios de Asdi.
El objetivo general del programa es que las SPP se utilicen como una herramienta estratégica para el desarrollo sostenible y el logro de la Agenda 2030. Se espera que el programa se centre en brindar apoyo práctico y orientación para reformar los procesos vinculados a las SPP, haciendo uso de los siguientes métodos de trabajo:
Los ejemplos de procesos de cambio incluyen el desarrollo de políticas, pautas, estándares u otras herramientas de SPP, probar el uso de SPP en procesos de adquisición en curso o agregar SPP a los planes de estudio para programas de capacitación en adquisiciones.
El diseño del programa, incluidos los procesos de cambio respaldados y los métodos de trabajo utilizados, difiere entre los países y las organizaciones asociadas que participan en el programa. Para cada programa regional, se utiliza una fase inicial para evaluar las necesidades y proponer los procesos de cambio estratégico, las organizaciones asociadas, los métodos de trabajo y los arreglos de implementación para el programa regional subsiguiente.
La fase de inicio acaba de completarse para la región de América Latina (Guatemala, Bolivia, Colombia), y ahora estamos buscando un mentor de país para apoyar la implementación del programa en Guatemala.
