Job Summary:

CRS is implementing a 5-year USAID-funded Climate Resilient Cities (CRC) project. As part of the CRC project implementation team, you will provide technical analysis and support in the area of internal data and geospatial analysis dedicated to building the capacity of the project targeted city stakeholders and supporting the successful and appropriate implementation of data and geospatial solutions in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practice to technical staff, and Country Program (CP) staff to advance the delivery of high-quality programming to the poor and vulnerable. Working closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team, project managers, city coordinators and technical (output and outcome) leads, your skills and knowledge will contribute to determining how effective, adaptive, and innovative CRS’ Climate Change programming is across the globe.

The GIS and MEL Technical Associate II will develop map products, reports and/or dashboard applying data and spatial analysis techniques to the CRC Project specifically and other projects underway at Catholic Relief Services (CRS). These products serve as valuable communication tools to improve the efficacy of programs.

RESPONSIBILITIES
  • Research and analyze technical information from a variety of sources for technical problems to support CP teams in achieving technical excellence in ongoing climate GIS and MEL activities of the CRC project.
  • Support the development of program/project documents and tools, as well as technical manuals or guidance, training materials, and quality improvement and assessment guidelines.
  • Coordinate and/or perform various activities in support of program/project design and implementation, including but not limited to needs assessment, strategic planning, program design and proposal writing, monitoring and evaluation, and technological solutions.
  • Collaboratively assist with the collection and dissemination of related information and resources to CRS staff and partners and assist with organization, design, and coordination of training workshops to support capacity building efforts. Identify new approaches and methods for online learning.

Service delivery at the city level:

  • Contribute to the training and capacity building of the city LGUs and CSOs on GIS for CCA and DRR planning and programming
  • Support the development of GIS curriculum fitting the needs of each city in collaboration with PDRF and CI
  • Assist in developing a map-based AWS (Automated Weather Station) interface

CRC MEAL and Project Management:

  • Support the MEL Director in developing a map-based dashboard for CLA (Collaborating, Learning and Adapting)
  • Support the MEL Program Manager in implementing and managing the project accountability system
  • Support the rollout and implementation of the overall MEAL activities
  • Support the Communications Officer in any mapping needs such as map-based infographics
  • Support in the quality control of all map outputs of external consultants
QUALIFICATIONS

Qualifications

  • Bachelor’s degree s data science, Geographic Information Systems related field, or equivalent experience.
  • Proficient in MS Office packages (Excel, Word, PowerPoint, Teams, PowerBI, etc.), Web Conferencing Applications, knowledge-sharing networks
  • Strong English writing skills
  • Preferred Qualifications: Master’s degree in data science, Geographic Information Systems related field, or equivalent experience
  • Experience delivering training on data analysis and GIS to both technical and non-technical audiences; both in person and remotely.
  • Experience developing work plans that address all phases of solution delivery and managing project risk and dependencies.
  • Minimum of two to three years of relevant work experience with an international NGO, with at least one year of field-based programming experience.
  • General knowledge of technical principles and concepts in MEAL.
  • Knowledge of latest technological tools that have the potential to be applied in Climate Change Adaptation and Mitigation.

Required Languages - English

Travel - Must be willing and able to travel up to 70 %.
