CROWN AGENTS Zambia - Civil Service Reform

Crown Agents is an international development company delivering capacity building and institutional development services in procurement, public financial management, revenue enhancement, governance and expenditure management. We work for the public and private sectors in more than 100 countries, as well as for international development agencies and institutions and operate at all times to the highest standards of integrity and transparency.

As part of the continuing technical assistance which Crown Agents provides we are seeking to identify suitably qualified Public Sector Reform Experts who meet the general requirements below and have expertise in one or more of the following areas:

Civil service reform; leadership development; education; health systems; change management; workforce planning; HRM (particularly in the education and health sectors); payroll management and reform; performance management; communications: monitoring and evaluation (M&E); procurement.

General Requirements:

• Knowledge of international civil service reform, particularly in Southern Africa;
• Project-based experience and track-record of working at a mid-senior level in the areas of expertise sought (10 years’ for Team Leaders);
• Good knowledge of the policy, international instruments and recommended international good practice relevant to the areas of expertise sought;
• Postgraduate degree or alternative postgraduate qualification relevant to the area of expertise sought;
• Experience in undertaking studies, analyses and/or assessments and in compiling, writing and presenting clear and concise reports / documentation, in English, to sometimes tight deadlines, for an executive level audience;
• Good interpersonal qualities including flexibility, integrity and the ability to manage complex relationships;
• IT skills and proficiency in the MS Office Suite.
