Civil Rights Cadre Focus Overview:
The Office of Equal Rights (OER) External Civil Rights Division (ECRD) is the principal office responsible for compliance and enforcement in connection with FEMA’s Civil Rights obligations under Sections 308 and 309 of the Stafford Act, Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, E.O. 13166 “Improving Access to Services for Persons with Limited English Proficiency”, and E.O. 12898, “Environmental Justice”. OER leads FEMA’s efforts to protect the civil rights of disaster survivors, which includes ensuring equal access to FEMA programs, services, and benefits. OER is indispensable in ensuring equal access and inclusion of all people to FEMA’s programs, services and benefits in compliance with applicable civil rights laws.

Job Location: VARIOUS throughout USA & Territories.


Responsibility
In this position, the incumbent reports to the Civil Rights Lead Advisor (CRLD) and oversees equal access and inclusion of all people to FEMA’s programs, services, and benefits in compliance with applicable civil rights laws. The incumbent will perform ADA site inspections in accordance with applicable accessibility standards on facilities intended for federal use; works closely with other participants of the site inspection to provide technical guidance on accessibility requirements; participates as a member of various taskforces and committees as it relates to the inclusion of accessibility for people with disabilities.

Essential Job Duties
Provides guidance and technical assistance on equal access and inclusion for all people to FEMA’s programs, services, and benefits through program accessibility modification recommendations, effective communication access, and through reasonable accommodation recommendations for disaster survivors and/or members of the public.

▪ Performs all aspects of site inspection work overseeing a variety of ADA activities from inception to completion, which includes site inspections involving MCOVs, work-a-rounds, maintenance and alterations, and ensures compliance with approved plans, specifications, requirements, and established standards and codes.

▪ Attends DRC Coordination meetings, provides input, and addresses compliance issues and ensures that all work is acceptable and in compliance as part of a quality assurance and civil rights compliance review. Prepares site inspection narrative detailing construction progress, to include notes on inspections and recommendations with specific instructions and directions and maintains files and documents discussions and resolutions. Maintains systematic electronic reporting of ADA modifications to be used for various forms of reporting.

▪ Making recommendations regarding schedules, timeframes, procedural matters, and interpretation of accessibility standards in the field with facility managers, site inspection team members and various stakeholders associated with the facility intended for federal use.

▪ Perform other duties as assigned.
