Duties and Responsibilities:
Under the overall supervision of the Implementation Unit Director and direct supervision of the Project Manager of EDP2A project, the Dairy Processing Specialist will work in collaboration with the project team and the selected processing company. The duties include, but are not necessarily limited to:
- Assist the Project Manager in relation to all project management activities and especially with regards to dairy processing and marketing aspects;
- Conduct need assessments of the selected milk processing company and assist the company’s management team in making a business plan for dairy processing and marketing;
- Provide technical advice to the project team in preparing a marketing strategy and a plan for product diversification. This task includes the conduct of a general search regarding the imported products and devising a plan on how the processing company’s products could be expanded to allow for import substitution;
- Provide technical support to project team in relation to the conduct of market surveys and any other surveys required for the assessment of dairy businesses in Afghanistan;
- Undertake analysis related to the project such as market demand analysis, financial analysis and analyzing the competition in the market for the dairy sector as a whole in Afghanistan;
- Develop training materials and conduct technical trainings for the local staff of the project and staff of the processing company;
- Assist in conducting inspection of the related dairies and dairy farms to determine conformance with sanitary standards; inspect sanitary conditions of buildings, equipment and personnel in milk processing plants and determine compliance with the standard dairy regulations;
- Observe general health of dairy animals; instruct personnel in general sanitation and care and maintenance of dairy equipment;
- Advice dairy personnel concerning milk regulations and methods of maintaining a safe milk supply;
- Collect samples of milk and milk by-products for analysis; and conduct appropriate tests at the milk collection centers;
- Train the MCC operators on milk collection, milk testing and the subsequent transportation of milk;
- Inspect dairy installations for rodent and insect infestation and instruct in methods of control;
- Maintain records of investigations, inspections and research results, prepare reports and correspondence;
- Provide technical support to the project team and the selected dairy processing company with regards to dairy production, dairy processing and dairy marketing. Coach, mentor, advice, and train staff involved in the collection, production, processing and marketing of the milk/ dairy products;
- Help EDP2A team with difficult inspections; develop and maintain effective record keeping methods and data retrieval systems; and
- Any other tasks assigned by the Project Manager or Implementation Unit Director.
Essential Requirements:
- Knowledge of principles, practices and equipment used in the production, handling and processing of milk and various dairy products; methods and techniques for interviewing, investigating, and conducting inspections to resolve sanitation problems.
- Intensive laboratory and research principles and practices in evaluating dairy conditions and products and hands on experience in proper milk testing, milk production and milk processing (pasteurization, sterilization, etc) and proper sampling procedures for laboratory analysis and field test procedures; relevant scientific and technical terminology.
- Skill/Ability to conduct investigations and inspections, and take appropriate corrective action; analyze situations accurately and take effective action; help establish and maintain accurate records; use patience, tact and courtesy in dealing with people under various circumstances; write clear, concise and correct reports; coordinate work with others; establish priorities and meet deadlines; perform technical research and testing, and analyze test results and inspection reports accurately, draw valid conclusions, make recommendations and take effective action; give and follow complex verbal and written instructions; instruct in the methods and procedures of sanitary inspection and correction of unsanitary conditions; adjust to changes in workload.
Education and Experience:
Any combination of education and experience that could likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
- Graduation from an accredited university with a master’s degree in Dairy Sciences, Food Science, Animal Science or any other relevant discipline/ field of study.
- At least 10 years of experience in a dairy sector/ dairy value chain. The candidate is expected to have hands on experience with respect to milk production, milk processing and marketing and milk products diversification. Experience in the region is preferred.
- The specialist must be willing and able to move to the project site as and when needed.
Duration: Initially for 3 months with possibility of extension

About the Organization
The Comprehensive Agriculture and Rural Development Facility (CARD-F) works on behalf of the Government of the Islamic Republic of Afghanistan (GOIRA) to deliver sustainable economic development in the rural economy at the district level.
CARD-F specifically seeks to provide a means of designing, coordinating and funding high-impact interventions through an integrated Economic Development Package (EDP) for each targeted district. EDPs address issues of markets, agricultural production and infrastructure in an integrated manner to promote growth and build on, as far as possible, existing programs and projects. Such programs and projects are predominantly those of the Afghan Ministry of Agricultural Irrigation and Livestock (MAIL) and the Ministry of Rural Rehabilitation and Development (MRRD).
CARD-F functions under the auspices of an Inter-Ministerial Committee comprising MAIL, MRRD, and the Ministry of Finance (MOF) under the chairmanship of the Ministry of Counter Narcotics (MCN). While presently externally funded through development cooperation, CARD-F seeks to be an “on-budget” mechanism that enhances Afghans’ own capacity to design and implement effective strategies for growth and development
