Job Description

Objective and Purpose of the Assignment

Background

The Government of Nepal approved on 29 March 2019 the National Relief Program to mitigate the impact of the COVID-19 pandemic. ADB supports implementation of this program through the COVID-19 Active Response and Expenditure Support Program (CARES).2 The National Relief Program has the following outputs (i) Health system response measures supported (ii) Social protection and relief programs delivered, and (iii) Economic support for affected sectors implemented. The activities under the first output focus at strengthening the health system to respond to the COVID-19 pandemic. The activities under the second output include providing food relief to the poor and providing employment support to those who lost their jobs due to the COVID-19 pandemic, including returning and potential migrants. The activities under output three include providing concessional loans through the central bank’s refinance fund to enterprises affected by the COVID-19 pandemic and providing tax reliefs. As the Government of Nepal is committed to implementing an inclusive and pro-poor national relief program, specific targets for women and disadvantaged groups are included in the CARES program.

2) The executing agency for the CARES program is the Ministry of Finance (MOF) who is responsible for overall coordination of the program. The implementing agencies are the Ministry of Agriculture and Livestock Development, Ministry of Health and Population, Ministry of Industry, Commerce and Supplies, Ministry of Labor, Employment and Social Security and the Nepal Rastra Bank. The implementing agencies will (i) implement the Nepal Relief plan actions under their responsibility; (ii) coordinate with local governments and provide implementation guidance, and conduct monitoring and supervision, as appropriate; (iii) submit semi-annual progress updates and report any implementation issues to MOF; and (iv) respond to information requests by MOF.

3) To monitor the CARES program, ADB and MOF, together with representatives from the implementing agencies will conduct joint quarterly meetings to review the response plan progress.

The meetings will be chaired by the Joint Secretary, International Economic Cooperation Coordination Division (IECCD), MOF. MOF will submit four semi-annual progress reports to ADB consisting of (i) macroeconomic and financial sector performance; (ii) budget expenditures in support of countercyclical measures; (iii) implementation of COVID-19 response measures; (iv) achievement of poverty, social and gender targets and, as feasible and based on sex disaggregated data, the Program’s impact by gender; (v) compliance of loan agreement; and (vi) budget execution. These reports will cover Nepal Relief Program implementation progress as of 15 July 2020, 15 January 2021, 15 July 2021, and 15 January 2022 respectively, and are due 15 days after completion of the implementation period. MOF aims to work with ADB and other development partners to harmonize progress reporting to the extent possible, utilizing the governments monitoring and reporting system.

Detailed Tasks and/or Expected Output

The responsibilities of the Specialist will be, but not limited to, the following: (i) Under the guidance of the national governance specialist, assess the monitoring systems and related information systems used by MOF and other implementing agencies, and provide advise on how to improve.

(ii) Assist in developing the information systems required to provide quality reporting.

(iii) Assist in the design of the surveys and the financial reviews

(iv) Ensure data collection and storage are of adequate quality to provide analysis, and (v) Provide general hands-on support in activities related to data, including research.

Minimum Qualification Requirements

The specialist is expected to have an appropriate qualification and or relevant experience in statistics, data management and data analysis, design and management of surveys, and using databases for reporting in large organizations. Preferably he/she has been involved in management of information systems in large organizations, as well as designing of monitoring systems with gender and socially inclusive features including data collection, data storage and data analysis. He/She should have at least 5 years of relevant experience.
