POSITION DESCRIPTION Center for Pharmaceutical Management Rational Pharmaceutical Management Plus (RPM Plus) Program

POSITION:               Data Assistant, Monitoring and Evaluation (M&E) BAND:                     4 REPORTS TO:     Monitoring, Evaluation and Research Coordinator, RPM Plus LOCATION:               Arlington, VA

OVERALL RESPONSIBILITIES: The Data Assistant, M&E is responsible for working closely with the Monitoring, Evaluation and Research Coordinator (MERC) to assist in the implementation of RPM Plus monitoring and evaluation activities, including monitoring progress, tracking performance against indicators, and reporting results to managers and clients. He or she works closely with RPM Plus Project Managers to assist them in the use of the Strategic Monitoring System (SMS) database. The Data Assistant, M&E is aware of, and adheres to, MSH’s Procurement procedures in all activities.

SPECIFIC RESPONSIBILITIES: 1.     Manage the RPM Plus SMS database, which tracks activity information and progress. This may include, but is not limited to: data entry, quality control, editing, routine report production, and training technical staff on use of the database. Develop and update the SMS user manual as required.

2.     Work with IT consultants to beta-test draft versions of web-enabled SMS, monitor changes made to the system, and maintain list of problems, issues, and changes that need to be addressed in a timely manner.

3.     Track the submission of quarterly RPM Plus Activity and Product Status Reports (APSRs) from technical staff. Work with staff to ensure timely data entry into the SMS database. Work with MERC to develop reports on indicators, outputs and outcomes, and to respond to queries and requests for RPM Plus information, including preparation of graphics and ad hoc reports.

4.     Collaborate with technical staff to maintain and update official list of RPM Plus products. Organize, maintain, and update official RPM Plus hard copy and electronic files. Add meta-information on products into the SMS database.

5.     Work with the CPM Communications Unit to archive and disseminate RPM Plus products according to CPM archiving and dissemination procedures. Create dissemination contact list for RPM Plus. Track dissemination of products.

6.     Enter and analyze data from RPM Plus assessments and surveys as required. Perform web-based searches or desktop research as required.

7.     Perform other tasks related to performance and results monitoring and evaluation issues, as requested.

QUALIFICATIONS: 1.     Bachelor’s Degree or equivalent relevant experience. 2.     Experience in database management, including quality control, data entry, and/or analysis using software applications. 3.     Excellent writing and communication skills in English are required. Additional language proficiency in Spanish or French preferred. 4.     Demonstrated ability to work as part of a team, competence to assess priorities, manage a variety of activities in a time-sensitive environment, and meet competing deadlines with attention to detail and quality. 5.     Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff. Excellent oral and written communication skills. 6.     Demonstrated competence in word processing, spreadsheets, presentations, statistics, and database applications. MS Office suite preferred. 7.     Willingness to work overtime and travel domestically and internationally as needed.
