Job Description

The USAID Lukautim Graun Program (hereafter referred to as “LGP” or the “Program”) is a five-year $22 million initiative implemented by Cardno International Development (Cardno ID), A DT Global Company, that supports the Government of Papua New Guinea and its citizens as they conserve the country’s increasingly threatened biodiversity. LGP curbs unsustainable natural resource use and damage to terrestrial and marine ecosystems by strengthening institutions, governance systems, and environmental regulations; engaging the private sector; and empowering traditional landowners, women, and communities to sustainably manage the country’s natural resources. The Program includes $3 million from the White House’s Women’s Global Development and Prosperity Initiative specifically focused on women’s economic empowerment in Papua New Guinea.

Duties and Responsibilities

The Data Management Officer will be based in Port Moresby and report directly to the Senior Monitoring, Evaluation, and Learning (MEL) Specialist. S/he will assist the Senior MEL Specialist in ensuring that all data is collected, analyzed, maintained, and stored in accordance with LGP’s policies and procedures. The Data Management Officer will be responsible for the following specific tasks:

  • Assist in the determination of the kind of data to be collected and identify appropriate resources with which to effectively collect data
  • Assist in the development of data collection methods
  • Assist in the organization, implementation, and enforcement of data collection policies and procedures
  • Assist in training Program and partner staff to collect data effectively
  • Contribute to assessments of data quality
  • Analyze and explain data to Program and partner staff
  • Contribute to the drafting of reports, as requested
  • Other duties consistent with the overall focus of the position as assigned by the Senior Monitoring, Evaluation, and Learning Specialist

Requirements

  • Bachelor’s degree or relevant certificate(s)
  • At least 5 years of experience directly related to the duties and responsibilities specified above
  • Proven ability to work with and maintain complex data systems
  • Possess good numerical, analytical, research, and organizational abilities
  • Ability to think critically, pay attention to detail, and be self-motivated and goal-oriented
  • Proven experience preparing reports
  • Strong interpersonal and communication skills and adherence to cultural sensitivity and diplomacy.
  • Proficiency with MS Word, Excel, PowerPoint, Outlook, Publisher, Adobe, or other desktop publishing software required
  • Excellent oral and written communication skills in English.
  • Citizen of Papua New Guinea.

Data Management Officer is a local position and therefore ineligible for USAID allowances.
