Ecorys, one of Europe’s largest economic and social development consultancy firms, is hiring a Data Monitoring and Management Expert to support its Ankara-based project team providing Monitoring and Evaluation Technical Assistance to the EU’s Facility for Refugees in Turkey (SUMAF).
The Context
Türkiye is currently hosting the highest number of refugees in the world, with over 4 million mainly Syrian refugees residing in the country. In 2016, the EU launched the Facility for Refugees in Turkey to allow for the effective and efficient mobilisation of EU assistance to address the needs of refugees and their local host communities. The EU has to-date committed €6 billion to implement over 100 projects covering a range of areas including health, education, basic needs, protection, livelihoods, municipal infrastructure and social cohesion and is currently programming a further package of support. The projects are implemented by a wide range of government agencies, bilateral and multilateral development agencies, as well as international and national NGOs.
The SUMAF project supports the EU Delegation in Ankara and the Facility’s Secretariat in Brussels in the conduct of the monitoring of the performance of the Facility. As part of this work, it conducts regular project review missions to the projects and also provides M&E advisory and capacity-building services to the project implementing agencies.
The Position
As part of its strategy to implement its second phase, SUMAF is currently seeking to recruit additional experts in the area of data analysis, monitoring and management. This is an exciting opportunity to work with a small and highly dynamic project which is closely supporting the EU Delegation in Türkiye and the Facility Secretariat in Brussels to implement the Facility for Refugees in Turkey.
The work will focus on conducting assessments of the project Implementing Partner’s (IP) data collection and management systems including the verification of reported data.
Key Tasks
The Data Monitoring and Management Expert will be responsible for implementing the following key tasks:
1. Conducting a review of all project documents relating to data collection analysis and reporting, including M&E designs, progress reports, logframes, reviews and evaluations, etc.;
2. Developing technical approaches and plans (focusing on data collection and management) for the conduct of project review missions;
3. Meeting with Implementing Partners’ (IPs) headquarters staff to understand their M&E system, data flow processes, as well as to examine data collection tools, procedures and systems for handling data prior to receipt by IPs’ central offices;
4. During the field visits, assessing data management systems (used by the implementing partners), checking supporting documents, interviewing the relevant people responsible for data collection and data management, and validating data through physical verification and meeting with the beneficiaries;
5. Preparing for and participating in monitoring mission de-briefing meetings with SUMAF and EUD following the finalisation of the field mission phase and presenting key findings; and
6. Compiling reports using the SUMAF reporting template and guidelines.

Requirements
Key Skills and Qualifications
• University Bachelor’s (or higher) degree in a relevant area;
• C1 level of fluency in written and spoken English ;
• At least three years of experience in data collection and management for development projects;
• Proven proficiency in the use of spreadsheets, databases, and MISs; and
• Experience in working in a multi-cultural environment is an asset.
