POSITION OVERVIEW

The Data Quality Officer works to directly support M&E activities at district level in support of care and treatment and contributes to the wider Health Management Information Systems in Malawi. The Officer will work towards strengthening the district’s ability to generate, utilize and disseminate timely, complete and accurate data. She/he is supervised by the District M&E Manager

DUTIES AND RESPONSIBILITIES

1. Data Management and Reporting of Service Data:

  • Work with the HIV/AIDS M&E to maintain and expand and strengthen management information systems.
  • Coordinate and supervise data entry and management of facility-level HIV service data collected by the DHA during supportive site supervision.
  • Support the preparation of materials and data management for quarterly supportive site supervision:
  • Check completeness of received forms and prepare for entry.
  • Compile, sort, and verity accuracy of data to be entered.
  • Keep track of data and source documents received
  • Prepare, sort and file source documents.
  • Participate in training and supervision of data entry clerks.
  • Resolve data questions, inaccuracies, and inconsistencies, and retrieve missing data from facilities and district offices
  • Assist in establishing and maintaining an effective and efficient records management and paper filing system.
  • Support and provide data related mentorship to the MOH-CDC supported Districts Respond to regular MoH/PEPFAR reporting requirements and take a leading role in compiling the Quarterly Integrated HIV Program Reports for the sites.
  • Assist with strengthening strategic information systems and linkages between District Coordinators

2. Health Informatics

  • Support coordination of Electronic Medical Records Systems deployment for HIV services; participate the relevant Task Forces within MoH (in collaboration with Data Manager) for the MOH- CDC Sites
  • Support the submission of quarterly report in DATIM for the Supported districts.

REQUIRED EDUCATION, TRAINING AND EXPERIENCE

  • Bachelor’s Degree in Epidemiology, Biostatistics, Public Health, Heath Informatics, or related field from an accredited University.
  • At least two years of work experience in M&E of public health programs, preferably in the field of biomedical HIV services.
  • Excellent computer skills using database, statistical software, and general office applications
  • Excellent written English and scientific writing skills
  • A strong background in operational research and a proven track record of success in implementing studies (as demonstrated by designing, data collection, analysis, and writing papers for peer review journals)
  • Ability to develop and carry out work plans solve problems independently
  • Familiarity with the scientific literature on HIV prevention, treatment, and care.
