ECDC is recruiting a Data Scientist for the EU Early Warning and Response System (EWRS) project. The position is based in the Global Epidemic Intelligence and Health Security section within the Surveillance, Preparedness and Response unit.
You will report to the Head of Section and work in a team of approximately seven people supporting EWRS, threat detection, preparedness, and response activities.
This role offers the opportunity to contribute to the further development of the EWRS application and related systems.
Key Tasks and Responsibilities
- Implement artificial intelligence tools in EWRS and linked applications such as EpiPulse to enhance user experience, situational awareness, and data quality.
- Support ECDC and the European Commission in developing an ontology for crisis management.
- Develop and automate analyses using data from EWRS and other alert and epidemiological systems to support situational awareness and activity monitoring.
- Further develop the EWRS data model and ensure interoperability with other ECDC databases and alert systems, including EpiPulse.
- Design and implement statistical analyses to identify patterns, trends, and associations.
- Design and implement interactive reports and dashboards tailored to specific audiences.
- Contribute to the linkage of EpiPulse with other threat detection tools, including WHO’s Epidemic Intelligence from Open Sources system.
- Support ECDC activities related to threat detection, emergency preparedness, and response, including participation in duty rosters, risk assessments, and general data science support.
- Participate in ECDC missions related to the EWRS project, including travel within and outside Europe.
- Coordinate public procurement procedures for outsourced research and analysis tasks, provide strategic guidance to contractors, and monitor the quality of deliverables.
- Perform other tasks related to the area of work as required.
Formal Eligibility Requirements
To be eligible, you must:
- Hold a university degree of at least three years of completed studies, attested by a diploma.
- Have thorough knowledge of one official EU language and satisfactory knowledge of another official EU language sufficient to perform the duties.
- Be a national of an EU Member State, Norway, Iceland, or Liechtenstein and enjoy full citizen rights.
- Have fulfilled any military service obligations under applicable law.
- Meet the character requirements for the duties.
- Be physically fit to perform the duties of the post.
Supporting documentation will be required to demonstrate compliance with these criteria.
Selection Criteria
To be considered further, you should have:
- At least three years of professional experience, acquired after obtaining the degree, in positions relevant to the job.
- An academic degree in a quantitative field such as science, technology, engineering, mathematics, or an equivalent discipline.
- Experience developing projects using R or Python, including data extraction from SQL databases, data pipelines, APIs, and data analysis, with version control and quality monitoring processes.
- Experience with ontologies, knowledge graphs, or related concepts.
- Knowledge of version control systems such as Git or SVN.
- Experience designing and maintaining PDF and HTML reports and basic web applications such as dashboards using R or Python libraries.
- Experience developing, deploying, and maintaining machine learning or artificial intelligence models and services in Azure cloud environments and CI/CD pipelines.
- Excellent written and spoken English.
