Long term opportunity to contribute to innovative Governance Program

Based in Port Moresby, Papua New Guinea

Program Overview

The PNG Governance Facility (PGF) is an innovative governance initiative in Papua New Guinea, aimed at contributing to security, stability, basic service delivery and inclusive growth for all Papua New Guineans. The PGF will be responsible for the design and implementation of most of Australia’s future governance portfolio under the strategic direction and oversight of the Australian and PNG Governments.

Role Summary

The Data Scientist will work with the innovation and technical support teams to provide support and improve the capacity of the PNG Governance Facility to utilize data for project development, implementation and evaluation in Papua New Guinea. In this role, you will support the use of data for describing conditions and trends as well as changes over time that may occur due to program participation. The post-holder will be expected to employ a variety of data mining techniques and analytic tools to design and run exploratory and hypothesis driven predictive analysis to answer program related questions and to unlock value and understanding from datasets about PNG. Key responsibilities will include:

  • Identifying new data sources and translate complex datasets into easily accessible and useful information that supports program objectives.
  • Highlight data trends and analytic opportunities that can drive program innovations
  • Triangulate and analyse data from different sources, time points, and formats highlighting relationships and useful information to inform program goals
  • Conduct exploratory data analysis using advanced analytical techniques (e.g. Regression, Clustering, Trajectory and Machine Learning) to model data and that supports strategic, operational and programmatic decisions
  • Provide baseline and benchmark performance analysis across different program sectors, internal and external staff, providing interpretation, advice and guidance services.

The successful candidate will bring:

  • Extensive knowledge of data science tools and application with variety of quantitative and qualitative statistical/analysis techniques, including complex statistical modelling, and methodologies for gathering and reporting performance data
  • 5 or more years’ operational experience working with quantitative and qualitative statistical/analysis techniques preferably applied in large scale, multi-disciplinary, highly flexible programs
  • Strong interpersonal skills with a demonstrated ability to support highly diverse multi-disciplinary teams, especially in a cross cultural context
